Tan Phong Ward is a central area of ​​the province with a large population and diverse ethnic composition, including many residential areas inhabited by ethnic minorities with varying levels of awareness. Following the directives of higher authorities, the Ward's Steering Committee for the implementation of Resolution No. 15-NQ/TU developed a specific plan and working regulations, assigned tasks to each member, and leveraged the role of the entire political system in organizing and implementing the resolution. The content of eliminating outdated customs and building a civilized lifestyle was incorporated into the regular activities of 100% of Party branches and mass organizations, considering it a continuous and long-term task.
The ward has implemented the dissemination and understanding of Resolution No. 15-NQ/TU through various forms, tailored to different target groups, gradually changing behavior and building a civilized lifestyle. Mr. Sung A Tung, from the Lao Ty Phung residential group, shared: “Our residential group is mainly inhabited by the Mong ethnic group. Previously, many outdated customs were deeply ingrained in the thinking and lifestyles of my family and many households in the group, so immediate change wasn't easy. However, after the ward's Party committee and government provided specific information, officials went to each household to explain the benefits, and the Party branch and village incorporated the elimination of outdated customs into their activities and meetings. The villagers' awareness has clearly changed, and many backward customs have gradually been eliminated, replaced by a more civilized and united lifestyle. The people trust and agree with this, considering it a necessary step to improve their lives.”


Alongside propaganda efforts, Tan Phong ward focuses on building and replicating models for eliminating outdated customs. To date, the ward has implemented 9 exemplary models, attracting the active participation of neighborhood groups and residents. All 46 neighborhood groups have reviewed, revised, and supplemented their community regulations and conventions, incorporating content on eliminating outdated customs into their implementation and strengthening supervision. As a result, the ward has eliminated 5 out of 13 outdated customs, achieving 38.5%; 17 neighborhood groups no longer have outdated customs, and the percentage of culturally exemplary families and neighborhood groups is steadily increasing.
Hua Bum commune is home to five ethnic groups; many outdated customs and traditions persist in daily life, including funerals and weddings. The commune Party Committee has strengthened the Steering Committee for implementing Resolution No. 15-NQ/TU; issued a specific plan, assigned tasks to cadres and Party members, and linked the responsibility of the head of each unit to the results of implementation. Propaganda work has been widely implemented in all 12 villages, focusing on using the languages ​​of the ethnic minorities; and promoting the role of the Party branch secretary, village head, and influential people in the community. Many practical models have been developed and maintained, such as: "Villages without child marriage or consanguineous marriage," and "Villages without keeping livestock under the stilt houses," contributing to changing the face of the highland rural area.
Comrade Ha Van Rue, Deputy Secretary of the Party Committee of Hua Bum commune, said: “Implementing Resolution No. 15-NQ/TU has brought about a clear change in the awareness of cadres, Party members, and people in the area. Many long-standing outdated customs have been gradually eliminated, the spiritual life of the people has been improved, making an important contribution to socio -economic development and maintaining stability in the border area.”
Reportedly, after two years of implementing Resolution No. 15-NQ/TU, with the synchronized involvement of the entire political system and the consensus of the people, the province has identified 50 outdated customs and practices; nearly 58% of communes and wards no longer have such customs. In particular, the rate of child marriage has decreased sharply, with only 163 couples by the end of 2025, a decrease of nearly 67% compared to 2023.


Propaganda work has been significantly reformed in both content and form; many good models and innovative approaches have been replicated; the integration of the resolution's implementation with national target programs, new rural development, and sustainable poverty reduction has created a solid foundation for changing outdated customs. Comrade Ly Van Tai, Deputy Head of the Provincial Party Committee's Propaganda Department, emphasized: Resolution No. 15-NQ/TU is a correct, appropriate, and practical policy for the province. The results achieved after more than two years of implementation have affirmed the high political determination of Party committees and governments at all levels and the consensus and positive response of the people. This is an important foundation for Lai Chau to continue strengthening the leadership and guidance of Party committees and governments at all levels; reforming propaganda work; promoting the leading role of the community; and replicating effective models in implementing the resolution. From there, it will spread and create a new mark in building a civilized lifestyle, contributing to the successful achievement of the province's development goals in the new period.
