Building trust from the grassroots

The people's trust is the measure of the Party's leadership capacity and the government's management effectiveness. At the grassroots level, the strength of the political system lies not in slogans or targets, but in concrete actions, in the attitude of each official and Party member to be close to the people, understand the people, and work alongside the people.

Connecting with the people through concrete actions.

Tri Phu commune has 33 Party branches and 513 Party members. The commune's Party Committee affirms its leading role, always accompanying the people in all activities to develop their lives. The Secretary of the Party Committee and Chairman of the People's Council of the commune, Le Ngoc Tan, said: "Building and developing the Party at the grassroots level begins with each Party member, with public service ethics and a spirit of serving the people."

The Party Committee assigned cadres to attend Party branch meetings, understand the situation, and resolve difficulties at the grassroots level. By the end of October 2025, the commune had trained 11 outstanding individuals, admitted 11 new Party members, granted full Party membership to 15 comrades, awarded Party badges to 25 people, and renewed Party membership cards for 461 out of 496 Party members.

In Viet Lam commune, this winter is vibrant with the green hues of Korean ginseng rows in Chang village. The first 200 ginseng plants not only have economic significance but also inspire a spirit of daring to think and act among the local authorities. According to Luu Van Da, Chairman of the Fatherland Front Committee of Viet Lam commune, the winter crop planting program helps people utilize their land, increase their income, and experiment with medicinal plants suitable for the mountainous climate. When officials go down to the fields to provide technical guidance and encourage households to participate, the people trust and enthusiastically follow suit. This trust has become a bond connecting the government and the people.

Spreading "soft power"

The spirit of "serving the people" is spreading throughout Thuan Hoa commune. The commune's police force organized a "Zero-Cost Booth" model, distributing clothing and essential goods to poor households; disseminating legal information and guiding people on installing VNeID; and encouraging the surrender of weapons and explosives. Last year, residents voluntarily surrendered 5 homemade muzzle-loading rifles – a small number, but one with great significance in raising awareness and building trust. Lieutenant Colonel Trieu Van Chung, Head of the commune's police force, shared: "This model has strengthened the relationship between the police force and the people, fostering community cohesion and maintaining peace in the villages."

The spirit of closeness to the people is also clearly demonstrated in Thai Binh commune, where the Chairman of the Farmers' Association, Nguyen Manh Dung, chose the approach of "thinking together with the people, working together with the people." The association has opened three training courses on livestock farming techniques and the use of organic fertilizers for 150 members; and organized visits for farmers to high-tech models in Tan Thanh and VinEco Tam Dao. These concrete and practical actions further motivate the "Farmers competing in excellent production and business" movement.

From ginseng farms in Viet Lam, Party branch meetings in Tri Phu, "Zero-Cost Booths" in Thuan Hoa, training courses to enhance knowledge and promote sustainable development in Thai Binh... all share a common foundation: putting the people first and building trust through action.

Trust doesn't come from slogans, but from concrete actions, from the sense of responsibility and dedication of cadres and Party members at the grassroots level. When the Party is close to the people, and the people trust the Party, that is the soft power of the political system, the strength that helps the Party stand firm in the face of challenges, spreading the values ​​of integrity, dedication, and service to the people.
