The Director of the Hanoi Department of Construction, Vo Nguyen Phong, has just submitted a report on the review and verification of the results of the inspection and handling of information regarding the 9-story mini-apartment building on Phu Huu Street (Tan Xa Commune, Thach That District).

According to the report, this mini-apartment building is located on plot number 152, map sheet number 14, village 1 (Tan Xa commune). Ms. NTQH and Mr. VMC are the land users, owners of the house and other assets attached to the land.
This plot of land was granted a land use right certificate by the Hanoi Department of Natural Resources and Environment on October 18, 2022, with an area of 726.5 m² . Of this, only 225 m² is residential land, while the remaining more than 500 m² is land for perennial crops.
According to the Hanoi Department of Construction, the project commenced on February 7th. At that time, the investor had not yet been granted a construction permit. On February 13th, the Urban Construction Order Management Team of Thach That District inspected the site and determined that pile driving was underway on a 700 m² plot of land. They then proposed that the Tan Xa Commune People's Committee inspect, verify, and handle the violations.
On March 2nd, the People's Committee of Tan Xa commune established an administrative violation record against Mr. C. for organizing construction work without a building permit. More than 10 days later, the People's Committee of Thach That district issued a decision to fine Mr. C. 35 million VND.
It wasn't until March 26th that the People's Committee of Tan Xa commune issued a notice to suspend construction of this building that violated construction regulations. At that time, the building was in the process of pouring the reinforced concrete frame for the 5th floor, with a total area of 560 m² .
On April 17th, the People's Committee of Thach That District granted a building permit for a detached house to Mr. C. and Ms. H. The construction area of the first floor is over 150 m² , the total floor area is nearly 492 m² ; the height of the building is 15.6 m with 3 floors and a rooftop.
On April 25th, the Urban Construction Order Management Team of Thach That District continued to inspect the construction site, noting that the first floor had a construction area of 663 m² and the seventh floor was under construction. At this time, the construction was deviating from the issued construction permit in terms of both construction area and number of floors.
On June 5th, the People's Committee of Tan Xa commune continued to issue a notice to suspend construction of the building that violated construction regulations. Currently, the reinforced concrete frame of the 8th floor is being poured, and the columns for the 9th floor are being poured. The building has already been constructed with a floor area of 560 m² /floor.
On June 14th, the People's Committee of Thach That District issued a decision to enforce corrective measures against Mr. C., and on June 26th, issued a decision to revoke the construction permit for this project.
According to a preliminary visual assessment on October 13th, the Hanoi Department of Construction stated that the project is basically complete, with a scale of 9 floors. The construction area of the first floor has increased by more than 512 m² (from 150.2 m² to 663 m² ; which is more than four times the construction density according to the granted permit - PV).
There are "no forbidden zones" in dealing with corrupt officials.
As Thanh Nien newspaper reported, on October 13, the Chairman of the Hanoi People's Committee, Tran Sy Thanh, directed the Hanoi Department of Construction to take the lead and coordinate with relevant parties to inspect the 9-story mini-apartment building in Tan Xa commune; and at the same time, consider the responsibility of the collective and individuals involved.
This mini-apartment building was granted a construction permit by Mr. Nguyen Kim Loan, Vice Chairman of the People's Committee of Thach That District. Regarding the handling of officials found to have committed violations for allowing the 9-story mini-apartment building to exist without a permit, Mr. Le Minh Duc, Secretary of the Thach That District Party Committee, emphasized that there will be "no forbidden zones, no exceptions," and any official found to have committed violations will be severely punished.
On October 18th, workers began dismantling the roof and equipment on the 9th floor of this mini-apartment building. The mini-apartment building was also covered with black netting to facilitate the dismantling of the illegal structures.
