Addressing the issue of scattered, fragmented, and prolonged investment.

On the morning of November 6th, during the question-and-answer session, the Secretary General of the National Assembly and Head of the National Assembly Office, Bui Van Cuong, presented a summary report on the review of the implementation of several resolutions of the 14th National Assembly on specialized supervision and questioning, as well as resolutions of the National Assembly on specialized supervision and questioning from the beginning of the 15th term to the end of the 4th session.

Accordingly, in the past period, the Government and ministries have actively and proactively implemented many solutions to strictly implement the Resolutions of the National Assembly, creating positive changes in a number of areas, which have been recognized and highly appreciated by National Assembly deputies, voters, the people, and public opinion.

Specifically, in the field of planning and investment, Mr. Cuong stated that many difficulties and obstacles related to public investment have been resolved; the situation of scattered, fragmented, and prolonged investment has been overcome; and investment has been focused on nationally important projects and key infrastructure projects that create a ripple effect and inter-regional connectivity.

The implementation of the socio- economic recovery and development program has been effective, promptly supplementing significant resources to support economic recovery, alleviating difficulties for people and businesses, and significantly improving many important indicators.

In the financial sector, the balance of the state budget is ensured; financial discipline and order, and the management of public assets are improved; and there have been many positive changes in the practice of saving and combating waste.

In the field of industry and trade, national sectoral plans in the energy and mineral sectors have been issued; solutions to ensure electricity supply have been given attention and implemented. The import and export strategy has been prioritized, and the application of information technology in trade promotion has been strengthened. Inspections and handling of violations related to smuggling, trade fraud, and counterfeit goods have yielded positive results.

In the transportation sector, comprehensive national sectoral plans have been issued. The progress of implementing national key transportation projects and works has basically met requirements; the implementation of non-stop toll collection has been carried out as required. Efforts to ensure traffic order and safety have been strengthened...

In addition, the Secretary General of the National Assembly also highlighted the achievements in several areas such as: construction, natural resources and environment, information and communication, labor, war invalids and social affairs, culture, sports and tourism, science and technology, education and training, health, internal affairs, security, order and social safety…

Materials are scarce for major transportation projects.

Despite the achievements, there are still shortcomings and limitations in the implementation of the National Assembly's resolutions on specialized supervision and questioning in each field.

Regarding the planning and investment sector, Mr. Cuong pointed out that the percentage of completed plans is still low, and the progress in developing sectoral, regional, and provincial plans is still slow compared to the requirements of Resolution No. 41 and Resolution No. 61. The implementation of some tasks under the Program for Economic and Social Recovery and Development is slow, and the disbursement rate is low.

Regarding the industry and trade sector, the issuance of the National Energy Master Plan, the National Power Development Plan, and the import-export strategy for goods has been slower than required by Resolution No. 134.

The retail electricity pricing mechanism is not yet synchronized with the electricity market; electricity supply and demand remain inadequate. Capital sources have not been balanced, and obstacles have not been removed to implement the "Rural, Mountainous, and Island Electrification Program giai đoạn 2021 - 2025".

Many hydropower projects have not complied with regulations on construction, planning, and environment. A set of criteria for identifying products and goods of Vietnamese origin or manufactured in Vietnam, as required by Resolution No. 134, has not yet been issued.

"The situation with counterfeit and smuggled goods remains complex. The allocation and mobilization of resources for the development of supporting industries are still not commensurate with their role, needs, and development potential," Mr. Cuong stated.

Regarding the transportation sector, according to the Secretary General of the National Assembly, the progress of planning, appraisal, approval, land clearance, construction implementation, and commissioning of some projects is still slow. The supply of materials for large transportation projects is very scarce and difficult.

"The handling of difficulties and shortcomings in BOT projects has not progressed as required by Resolution No. 62. The management and protection of infrastructure and traffic safety corridors are still inadequate. 'Black spots' and areas with potential traffic accident risks have not been completely resolved...", Mr. Cuong said.

The Secretary General of the National Assembly also raised several issues arising from the supervision, namely that the supervision work needs to be continued to ensure that the National Assembly's resolutions are fully and seriously implemented; and to assess the progress made compared to the requirements, goals, and targets set out in the National Assembly's resolutions.

To effectively carry out follow-up oversight in subsequent stages, the National Assembly's Ethnic Council and Committees need to proactively and actively organize oversight and surveys to serve the preparation of verification reports on the Government's, Supreme People's Court's, Supreme People's Procuracy's, and State Audit Office's reports on the implementation of National Assembly resolutions on thematic oversight and questioning.

The Government, the Supreme People's Court, the Supreme People's Procuratorate, and the State Audit Office need to uphold individual responsibility and coordinate actions to more effectively implement the National Assembly's resolutions;

Emphasis should be placed on issuing implementation plans and assigning responsibilities for each Resolution, designating the lead agency responsible for reporting, coordinating, monitoring, and urging implementation; for issues requiring coordination among multiple agencies, direct supervision and guidance from higher-level leaders should be necessary after the National Assembly's resolution is passed .
