According to the master plan, the Phuong Trang high-rise commercial and service complex will have dozens of small parks, each 100-200m² in size, scattered at intersections. These are considered the "green lungs" of the entire area, providing both urban buffer zones and recreational spaces for residents. The infrastructure is designed with modern features, including underground electricity, fiber optic cables, and internet; and the trees and parks are strategically distributed to create a green, clean, and beautiful living environment.
However, after many years of use, most parks have now been misused, losing their refreshing green spaces. Many park areas are now occupied by makeshift eateries with rows of thatched huts, temporary convenience stores, cafes encroaching on sidewalks, or plots of land turned into drying areas or parking lots.
For example, at the intersection of Hoa Phu 24 and Hoa Phu 32 roads, a planned park of about 200m² has been fenced off and replaced with makeshift eateries. Inside, dozens of thatched huts have been erected, tables and chairs are scattered everywhere, and there's even a food preparation area like a miniature restaurant. "Initially, they only put up a few temporary tables and chairs, but now they've put up fences, laid tiles, and connected electricity and water," said Mr. Le Van H., a resident living nearby.
The encroached space also directly affects visibility at intersections, posing a potential risk of accidents. Many sections of roads feature three-way and four-way intersections, further exacerbated by stalls and shops encroaching on sidewalks, creating traffic chaos and making it difficult for drivers to navigate.
In response to this situation, a representative from Phuong Trang Investment Joint Stock Company (the project's investor) stated that the company has repeatedly requested individuals and organizations to dismantle structures and objects encroaching on the park land before May 15, 2025. Some households have complied, but many others remain uncooperative.
Mr. Tran Dang Quang, Deputy General Director of Phuong Trang Investment Joint Stock Company, said: “We have sent a written request to the Hoa Minh Ward People's Committee and the Lien Chieu District Urban Planning Inspection Team to coordinate in handling and dismantling the violating structures in accordance with the instructions of the District People's Committee in Official Letter No. 1412/UBND-KT, HT&ĐT dated April 26, 2025.”
The People's Committee of Lien Chieu District confirmed that it had received feedback and proposals from the investor. According to Mr. Huynh Anh Vu, Vice Chairman of the People's Committee of Lien Chieu District, the encroached land plots are still within the construction warranty period, so the primary responsibility lies with the investor. However, after the notice period expires, if the households still do not cooperate, the local authorities will coordinate with the company to organize enforcement.
According to our investigation, as of May 23, 2025, in Official Letter No. 31/2025/CV-Futaland from Phuong Trang Investment Joint Stock Company, there are still some cases where land handover has not been complied with. Therefore, the Department of Economy , Infrastructure and Urban Planning of Lien Chieu District has requested the People's Committee of Hoa Minh Ward to continue coordinating with the Lien Chieu District Urban Planning Inspection Team and Phuong Trang Investment Joint Stock Company to definitively resolve the remaining violations.
According to an official from Hoa Minh ward, the difficulty lies in the fact that after the infrastructure was handed over, many parks lacked adequate investment in features such as benches, lighting, and trees, making them susceptible to encroachment. Enforcement of penalties is time-consuming, while many households take advantage of the situation to build illegally.
Mr. Pham Ngoc Lanh, Vice Chairman of the Hoa Minh Ward People's Committee, said that after receiving feedback from the investor and instructions from the Lien Chieu District People's Committee, the Hoa Minh Ward People's Committee promptly developed a plan to coordinate with the District Urban Planning Inspection Team and Phuong Trang Investment Joint Stock Company to review and compile a complete list of all cases of encroachment on park land within the urban area. Based on this, the ward will implement a plan to completely handle and dismantle all violations by June 2025.
