This thematic program aims to raise students' awareness of law compliance and curb traffic accidents among school-aged children, in accordance with Prime Minister's Directive 31/CT-TTg and the Ministry of Public Security's guidance. The program is being implemented in two phases with the active participation of traffic police and commune-level police.

Phase 1 (from the beginning of November to November 14th): Traffic police, in coordination with commune and ward police, will inspect educational facilities and parking lots around school gates, and compile statistics on the number of students using motorcycles and electric scooters. Simultaneously, they will coordinate with schools and parents to sign commitments not to allow students who do not meet the necessary conditions to use motorcycles or electric scooters. This is a mandatory requirement to tighten responsibility from families to schools in managing vehicles. Phase 2 (from November 15th until further notice): Police will intensify patrols, inspections, record and strictly handle traffic safety violations by students and parents transporting students who violate traffic regulations. They will also notify the Department of Education and Training, schools, and families of violations to coordinate management and education efforts.

From the beginning of November to November 12th, the provincial police deployed nearly 400 task forces with over 2,100 officers and soldiers, inspecting more than 850 parking lots of junior and senior high schools and private parking lots around school gates. During the inspections, the police recorded over 1,800 students riding motorcycles to school; 6,798 cases of using substandard helmets; and 1,207 vehicles without rearview mirrors. The police invited 377 parents for meetings, informed them of their children's violations, and requested them to sign a commitment not to allow motorcycles to underage students. Simultaneously, 331 schools signed commitments not to provide motorcycle parking services for students who do not meet the requirements. Initial inspections did not reveal any students operating vehicles that did not meet the requirements, but there were 433 cases of students wearing substandard helmets and two vehicles without rearview mirrors.

Lieutenant Colonel Le Duy Hien, Head of Road Traffic Police Team No. 1, Traffic Police Department, Provincial Police, affirmed: A segment of students are still careless when participating in traffic; many arbitrarily drive motorcycles without helmets, and the vehicles do not meet safety standards. In implementing this special campaign, the force will both raise awareness and strictly handle cases of deliberate violations. The most important goal is to ensure the safety of students.

At Song Lo High School in Binh Thuan Ward, the work of disseminating information and managing student transportation is being implemented seriously. Principal Tran Thi Hue stated: "Song Lo High School considers ensuring traffic safety a key and ongoing task. The school regularly cooperates with the police force to promote skills and awareness in participating in traffic, while also checking, reminding, and handling students who violate traffic regulations."

Thanks to coordinated efforts, students' awareness has clearly changed; the majority of students proactively wear standard helmets, limit the use of motorcycles when underage, and obey traffic signals better. Parents have also increased their responsibility in managing their children's vehicles.

The implementation of this thematic program not only addresses violations but also aims to build a safe and civilized traffic culture in schools, contributing to reducing accidents and ensuring traffic safety in Tuyen Quang province.
