Private healthcare before the digital revolution

Along with public healthcare facilities, the private healthcare system in Dong Nai province is accelerating digital transformation and actively applying science and technology to improve the quality of medical examination and treatment.

Resolution No. 68-NQ/TW dated May 4, 2025, of the Politburo on the development of the private economy (Resolution 68) has set out tasks and solutions to promote private enterprises to invest in expanding and developing high-quality medical services. This will contribute to reducing the burden on public healthcare and improving the quality of healthcare for the people.

Mastering technology

Implementing Government Decree 06 on the approval of the Project for the Development of Data Applications on Population, Electronic Identification and Authentication to Serve National Digital Transformation in the period 2022-2025, with a vision to 2030, to date 100% of medical examination and treatment facilities in the province have implemented registration for medical examination and treatment using chip-embedded identity cards or through the VNeID application of the Ministry of Public Security and the VssID application.

Dr. Nguyen Huu Bach, head of the Outpatient Department at Hoan My Dong Nai Hospital, said: "The hospital has recently been certified by the Australian Health Organization as meeting international standards. All processes, from patient admission at the gate, name entry, and registration for examination, have been digitized, making the process very quick and convenient."

Mr. Quan Trung (residing in Dinh Quan commune, Dong Nai province) shared: “Before going for the examination, I only needed to present my ID card to register and enter the examination room. The examination and medication procedures were very quick, without long waits. I am very satisfied with this approach.”

Determining the timing and results of laboratory tests is extremely important for the diagnosis and treatment of patients. In recent times, many private hospitals in the province have increased investment in facilities, machinery, and modern equipment to support laboratory testing. Of the 12 private hospitals in the province, two have now achieved the international ISO 15189:2022 standard for laboratory testing.

Creating momentum for the private healthcare sector to thrive.

The private healthcare system in the province has been making great efforts to integrate into the digital transformation "flow." The entire process of examination and treatment is being digitized. The goal is to move towards smart hospitals, paperless hospitals, and reduce cumbersome procedures for patients.

At Shing Mark University Medical Center (Long Hung Ward), to improve the efficiency of examinations and screenings for many complex diseases, the hospital has been using advanced diagnostic imaging equipment since August 2023. This includes the MRI AIR Recon DL and MR29.1 software, which utilize artificial intelligence in image reconstruction. Previously, obtaining high-resolution images required a long imaging session. Conversely, faster imaging resulted in lower image quality and potentially inaccurate diagnoses. Now, with the algorithms of the AIR Recon DL software, raw data is denoised during the imaging process, producing clear images in a short time.

Dr. Nguyen Thi Xuan Thanh, Deputy Head of the Department of Diagnostic Imaging at Shing Mark University Medical Center, said: "Previously, each MRI scan took 15-30 minutes, but now with this software, it only takes 5-7 minutes. In addition, image quality has increased by 35%, with sharper images, leading to faster and more accurate disease diagnosis. Besides the above benefits, the application of AIR Recon DL software during MRI scans also reduces noise. Patients lying in the scanner experience less headache and discomfort compared to before."

On average, the 123 Hung Vuong Multi-Specialty Clinic (Binh Phuoc Ward) receives 150-200 patients daily for examination and treatment in the fields of internal medicine, surgery, obstetrics, and pediatrics. Each field is equipped with modern medical equipment such as: Cobas E 411 automated immunoassay analyzer; Cobas C 111 biochemical analyzer; OLYMPUS CV-170 gastroscopy machine; 4D and 5D ultrasound machines, cardiac ultrasound machines, and new generation color Doppler ultrasound machines imported from abroad. Thanks to this advanced equipment, each stage of the process follows a closed-loop system, resulting in fast and accurate diagnoses and treatments.

Dr. Nguyen Thi Lan, Director of 123 Hung Vuong Multi-Specialty Clinic, said: "Managing patients using software is one of the solutions that helps the clinic store information more scientifically. Each patient who registers for an examination is issued a smart medical card with a barcode. All areas are interconnected in terms of data, storage, and transmission of images, making management and operation convenient; shortening the waiting time for examinations, treatment, medication, and hospital fee payments for patients."

It is evident that the private healthcare sector is facing new opportunities following the Politburo's issuance of Resolution 68. This resolution calls for improving institutions, reforming administrative procedures, and implementing solutions to promote public-private partnerships in healthcare. The resolution serves as a driving force for the private healthcare sector to break through and work alongside the public healthcare system in providing healthcare to the people.

"Resolution 68 is creating favorable conditions for private medical facilities to participate more deeply in providing medical services, encouraging private businesses to invest in expanding and developing high-quality medical services to work together with public health to better care for the people's health," emphasized Dr. Nguyen Thi Lan, Specialist I.

Since Resolution 68, the Party and State have clearly defined the crucial role of private enterprises in the healthcare sector – not only to alleviate the burden on public hospitals but also to provide more quality healthcare options for the people.

Dong Nai currently has 12 private general and specialized hospitals, 120 private general clinics, over 3,000 specialized clinics, and more than 4,000 pharmacies, drugstores, and medical service providers, ranking among the top in the country in terms of the number of private medical facilities.

According to Dr. Nguyen Van Binh, Deputy Director of the Dong Nai Provincial Department of Health, Resolution 68 is creating a legal framework and opening opportunities for investors to access land, premises, and capital. The Dong Nai health sector also has many specific preferential policies, promoting socialization, and significantly reforming administrative procedures, reducing the time for processing administrative procedures by over 30% for domestic and foreign businesses investing in private healthcare development in the province.
