Addition to the Program on developing laws and ordinances in 2023: Submitting to the National Assembly for comments at the Fifth Session, passing at the Friday Session (October 10) the draft Law on Forces participating in the protection of security and order at the grassroots level; submit to the National Assembly for comments at the Friday session 2023 bills, including: Law on Industry for Defense, Security and Industrial Mobilization; Road rules; Law on Road Traffic Order and Safety; Capital Law (amended); Law on Organization of People's Courts (amended); Law amending and supplementing a number of articles of the Law on Property Auction.
Along with that, submit to the National Assembly Standing Committee for comments and approval of the Ordinance on Procedure Costs project.
About the Law and Ordinance Development Program in 2024: At The Saturday session (May 5) will submit to the National Assembly for approval 2024 laws and 9 resolution, including: Law on Social Insurance (amended); Law on Archives (amended); Law on Industrial Defense, Security and Industrial Mobilization; Road rules; Law on Road Traffic Order and Safety; Capital Law (amended); Law on Organization of People's Courts (amended); Law amending and supplementing a number of articles of the Law on Guards (according to the process at a meeting); Law amending and supplementing a number of articles of the Law on Property Auction; Resolution of the National Assembly on the Law and Ordinance Development Program in 1, adjusting the Law and Ordinance Development Program in 2025.
At the same time, submit to the National Assembly for comments 9 bills, including: Law on Notary (amended); Law on Trade Unions (amended); Law on Cultural Heritage (amended); Law on Geology and Minerals; Law on People's Air Defense; Law on Urban and Rural Planning; Law on Juvenile Justice; Law amending and supplementing a number of articles of the Law on Pharmacy; Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations.
At the Eighth Session (October 10), 2024 laws were submitted to the National Assembly, including: Law on Notary (amended); Law on Trade Unions (amended); Law on Cultural Heritage (amended); Law on Geology and Minerals; Law on People's Air Defense; Law on Urban and Rural Planning; Law on Juvenile Justice; Law amending and supplementing a number of articles of the Law on Pharmacy; Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations. At the same time, submit to the National Assembly for comments two bills, including the Law on Gender Transformation and the Law on Employment (amended).
In the Resolution, the National Assembly requested the National Assembly Standing Committee, the Government, agencies, organizations and individuals participating in the law-making process to uphold responsibility, strengthen discipline and discipline; to ensure strict implementation of the Law and Ordinance Development Program.
In particular, the National Assembly requested that the project not be added to the Program at the time close to the National Assembly session, except in really necessary and urgent cases, where it is necessary to promptly implement the guidelines and policies of the Party, conclusions and directions of the Politburo and the Secretariat.
Thoroughly overcome the situation of sending project dossiers and drafts not on time as prescribed. In case of necessity, the Standing Committee of the National Assembly shall report to the National Assembly to consider holding more sessions or extending the time of regular meetings of the National Assembly, dividing the session into phases for consideration and approval of many laws and resolutions meeting practical requirements.
Agencies, organizations and individuals assigned to assume the prime responsibility for drafting shall strictly and substantively review the implementation of the law, assess the impact of policies, collect opinions and receive opinions from agencies, organizations, individuals and affected subjects, ensuring practicality and efficiency. The drafting must place high requirements on quality, closely and promptly institutionalize the Party's guidelines and lines, meeting the requirements of practice; comply with the requirements in the Politburo's Conclusion No. 19-KL/TW and the principles of formulating and promulgating legal documents.
The National Assembly requested the Government to spend adequate time to discuss and give opinions on the project and draft to be submitted to the National Assembly and the National Assembly Standing Committee, to give opinions on the contents of the explanation and to receive the opinions of the National Assembly deputies; take measures to direct, urge and inspect the agency assigned to preside over the drafting to ensure the quality and progress and consider this as one of the criteria for assessing the level of task completion of the head of the agency, organization or unit.../.
