The Ministry of Transport has just issued a circular regulating the management of road usage service fees for road construction investment projects for commercial purposes, managed by the central government.

Accordingly, cars passing through BOT toll stations must pay road usage fees. However, the following 12 vehicle groups will be exempt from fees when passing through the stations:

Ambulance.

Fire trucks of the fire and rescue police force and fire trucks of other forces mobilized for firefighting duties have priority signals as prescribed by law.

Agricultural and forestry machinery includes: plows, harrows, cultivators, lawn mowers, and threshing machines.

Vehicles used for national defense include vehicles with license plates: red background, white embossed letters and numbers, equipped with specialized defense equipment, and vehicles on emergency missions using one of the priority signals as prescribed by law.

Specialized vehicles of units within the organizational system of the People's Public Security Force include: traffic police vehicles, 113 police vehicles; mobile police vehicles; prisoner transport vehicles; rescue vehicles and other specialized vehicles of the People's Public Security Force; special vehicles (satellite communication vehicles, bulletproof vehicles, counter-terrorism and riot control vehicles and other special vehicles of the People's Public Security Force); vehicles of the Public Security Force on urgent duty using priority signals as prescribed by law.

Vehicles specifically used for funeral services include: hearses, refrigerated trucks for storing and transporting the body; passenger vehicles accompanying the hearse, flower delivery vehicles, vehicles for carrying portraits, etc.

The convoy was escorted by traffic police vehicles.

Vehicles of the defense forces participating in exercises, troop movements, and transporting weapons and equipment are escorted by specialized military vehicles.

Vehicles belonging to the police and defense forces use nationwide road toll tickets as per regulations.

Vehicles used for dike maintenance; vehicles performing emergency flood and storm prevention and control duties as directed by competent authorities.

The vehicles are tasked with transporting medicines, machinery, equipment, supplies, and goods to disaster-stricken areas or disease outbreak zones, in accordance with the law on emergency situations during major disasters or dangerous epidemics.

Motorcycles, mopeds, and other non-motorized vehicles.
