Regarding the ring that "magically" transformed nearly 4,000 stolen vehicles into brand-new cars in Ho Chi Minh City, on January 27, the Ho Chi Minh City Police Investigation Agency (PC01) announced the arrest and detention of Nguyen Huu Oai (born in 1990) and Nguyen Huu Nhu (born in 1984), both residing in Vinh Loc B commune, Binh Chanh district.
Previously, during the investigation of the case, PC01 determined that after obtaining vehicles of unknown origin and factory delivery slips, Bui Van Tan (born in 1983, residing in Xuan Thoi Thuong commune, Hoc Mon district, Ho Chi Minh City) - the owner of the Tan Tien motorcycle store chain - had the vehicles taken to Dai Phat motorcycle repair shop (Binh Chanh district).
Then, Tan hired Nguyen Huu Oai and Nguyen Huu Nhu to re-engrave the chassis and engine numbers to match the information on the factory quality inspection certificate for 1 million VND per vehicle, and then "magically" transformed them into new vehicles to sell to customers.

Based on the collected evidence, PC01 has initiated a criminal case, indicted and detained 12 people, including: Bui Van Tan, Le Van Toi, Nguyen Huu Oai, Nguyen Huu Nhu, Vo Dinh Thang, Nguyen Ngoc Thuy, Ha Xuan Phuc, Tran Van Sau, Nguyen Trung, Nguyen Sy Toan, Nguyen Dinh Sung, and Nguyen Thi Kieu Oanh, to investigate the crimes of Fraudulent appropriation of property and Buying and selling documents of organizations and agencies.
However, Nguyen Huu Oai and Nguyen Huu Nhu have fled their residences. The Ho Chi Minh City Police Investigation Department has issued arrest warrants for these two individuals on charges of fraud and appropriation of property.
On January 25th, Nguyen Huu Nhu surrendered to the police station in Duc Hoa Dong commune, Duc Hoa district, Long An province. Following that, on January 26th, Nguyen Huu Oai surrendered to the police station in Tan Phuoc commune, Tan Hong district, Dong Thap province .
Initially, the police determined that from 2021 to 2023, Bui Van Tan sold 3,911 motorcycles to customers in many provinces and cities nationwide. In 2023 alone, he sold 1,549 motorcycles, earning approximately 15 billion VND in illicit profits.
Currently, the Ho Chi Minh City Police Investigation Agency is focusing on expanding the investigation, coordinating with other units and provincial and city police forces to urgently track down and clarify the entire criminal network mentioned above.
