Upholding the sense of responsibility, wholeheartedly and wholeheartedly serving the Fatherland, serving the people is the thought throughout the life of President Ho Chi Minh's revolutionary activities. The person who always pondered and paid the highest attention to building a contingent of revolutionary cadres who practiced exemplary practices of upholding the sense of responsibility before the Party and the people, considered it a decisive factor to the victory of the revolutionary cause. And he is a shining example of upholding the sense of responsibility.
Responsibility is the part that is assigned, what must be done, must be shouldered or received according to position and responsibility. It can be formed on the basis of ethics, traditions or the provisions of law, the charter of the organization of which you are a member.
During his lifetime, President Ho Chi Minh always advised and required cadres and party members to uphold their sense of responsibility before assigned tasks and tasks, whether big or small, simple or complex, normal or important, or secret.
He concretized the concept of "responsibility" in a very understandable way: "What is a sense of responsibility? When the Party, Government, or superiors assign us anything, no matter how big or small, difficult or easy, we also put our spirit and force to work until we reach our destination, overcome all difficulties, and make it successful. To do it carelessly, to make trouble, to make it difficult to quit, to beat the drums, to do something like that, etc., is not responsible."
President Ho Chi Minh emphasized: "Anyone, in any position, doing any job, facing any situation, must have a sense of responsibility." For example: "The person who cooks, takes care of making the rice and soup delicious, the dishes and chopsticks clean. No waste of public…; Military cadres, they always learn politics and techniques, tactics… Internal solidarity. Help the people. Resolutely comply with the above orders to hand down… If you have a difficult job, try to find the right solution.”
The sense of responsibility of cadres, civil servants and party members according to Uncle Ho is also reflected in the relationship with the masses. He affirmed: "The sense of responsibility is: grasping the policy, following the right path of the masses, fulfilling the task". He advised each cadre and party member "to implement policies and fulfill their duties, cadres not only have to work hard to explain, propagate and promote, but also discuss with the masses, consult and collect ideas from the masses. Lead the masses and welcome public criticism… In short, we must follow the right path of the masses. So there is a sense of responsibility to the Party, to the Government, to the people."
On May 20, 5, he signed Decree No. 1950/SL promulgating the Regulation on Vietnamese civil servants, in which, Article 76 stipulates: "Vietnamese civil servants must serve the people, be loyal to the Government, respect discipline, have a sense of responsibility and avoid doing things harmful to the reputation of civil servants or the operation of the state apparatus".
Not only giving the theory of responsibility, President Ho Chi Minh is a shining example of upholding the sense of responsibility in all activities. That responsibility is reflected in studying, working, theoretical research, practical activities, especially in the process of people and the Party leading the entire Vietnamese nation to carry out the revolution. A sense of responsibility permeates each of his thoughts and actions.
Deeply aware of his responsibilities and duties before the nation, people and the Party, during the exciting, arduous and challenging revolutionary activities, Nguyen Ai Quoc - Ho Chi Minh has upheld his sense of responsibility, wholeheartedly and wholeheartedly serving the Fatherland, serving the people. He traveled across five continents and four seas surveying, researching, working and studying to find a way to save the country, save the people, and liberate the Vietnamese people from oppression and exploitation.
Immediately after taking power, President Ho Chi Minh stated that the Government's work must be aimed at a single purpose, which is the pursuit of freedom and happiness for all people - "whatever benefits the people, we do, what is harmful to the people, we must avoid"; At the same time, he emphasized that Government agencies from the whole country to the villages are "public servants" of the people, that is, they must put the interests of the people first, pay attention to solving problems related to people's lives, and shoulder the common work for the people.
He also paid great attention to the education of consciousness and responsibility for cadres and party members. The person requires each person to be responsible for the unit or organization he/she participates in, that is the assigned task, the must-do, and must be shouldered according to his/her position and responsibility. At the same time, the Party and each party organization, cadres and party members must uphold exemplary pioneering in ethics, lifestyle, attitude and responsibility to work, really set an example in order to create bright examples for the masses to believe and follow. To him, he has to be responsible for the observance of working time. People are very precious time, not only their own time but also the time of others and the collective. According to him, being 5 minutes late is a big deal, not a small thing, because those 5 minutes have to be multiplied for the wait of many people.
The example of President Ho Chi Minh's work ethic and responsibility is also reflected in the unity between words and deeds. That is saying goes hand in hand with doing, saying can be done; do not talk much, do little, talk without doing, "say one thing and do another". This is a prominent feature of Ho Chi Minh's human qualities. The masses, cadres and party members see in him the qualities and style of an action leader, an inspiring and persuasive example for everyone.
Just as President Ho Chi Minh once emphasized "Anyone, in any position, doing any work, facing any situation, must have a sense of responsibility", at any time, each person holds a certain position and role, whether in his family, family line or in the agency, unit or organization in which he or she participates. Therefore, they must be responsible for their families, clans, agencies and organizations. Considering on a broader scale, each person is a citizen of a country or nation, so they have the responsibility and obligation to contribute, build and develop the homeland and the country.
For cadres and party members, the requirements and requirements for the sense of responsibility, duty and obligation are much higher. In addition to responsibilities and obligations as citizens, cadres and party members also perform the responsibilities of a cadre - to be a pioneer, leading by example in work, in training and practicing ethics, lifestyle, setting an example, as well as strictly observing the Party Charter, regulations on what party members cannot do...
The reality shows that, at present, the vast majority of party members and the masses are upholding their roles and responsibilities, strictly complying with regulations and working regulations of organizations, agencies and units; preserving morality, revolutionary qualities, exemplary living, solidarity, close attachment to the people...; clearly show the spirit of initiative, dare to think, dare to do, enthusiasm and dedication to the work. Cadres and soldiers are active and self-disciplined in training, ready to fight, train, strictly observe discipline and law; proactive, creative, not afraid of difficulties and hardships, ready to receive and complete all tasks assigned by superiors.
However, besides that, there are still some cadres and party members who show signs of lack of sense of responsibility, cutting down on hours, doing wrong with their powers and duties, talking a lot, doing little. In particular, a number of cadres and party members with positions and powers have lacked a sense of responsibility in the course of performing their duties, causing loss and waste of money and State property, causing frustration in society, and adversely affecting the reputation of party organizations, individuals and related industries.
Therefore, studying and following Uncle Ho's teachings on "Spirit of responsibility" is not only a requirement and a political responsibility for all cadres and party members, but also has profound meanings for all organizations and citizens in the present national construction and defense. Accordingly, each leading cadre, head of Party committees, agencies and units should be really pioneers and exemplary in the sense of responsibility before work and the people according to the motto "talking together with doing", saying less and doing more; superior cadres set examples for lower level cadres; Party members set an example for the masses to follow.
Each cadre and party member needs to uphold the initiative and creativity before the assigned work. When performing tasks and work, it is necessary to have programs and plans, to avoid delays causing backlogs and congestion, not to be reminded by superiors and people to complain and blame for their sense of responsibility. In performing tasks, it is necessary to strictly follow the guidelines and lines of the Party, policies and laws of the State, in accordance with the process and procedures, and at the same time be flexible, creative, innovative, dare to think and dare to do to complete the work with the highest efficiency.
In addition, the enhancement of the sense of responsibility should be associated with exchange, self-criticism and criticism; promote good deeds and correct limitations and shortcomings; seriously fight against the disease, blame the object or blame others...
In short, must show a sense of responsibility in concrete and practical daily actions. That is not only the duty of each cadre and party member to the organization, to the Party, to superiors, but also to the people, to the collective, to those around him, and to himself. Thereby completing the work with high quality and efficiency, contributing to the construction, development and protection of the country. That is the purest expression of morality, as a true cadre, party member and official.
