2024: The year that will decide the opportunity.

The year 2023 has just passed, filled with difficulties for the world in general and Vietnam in particular. For Vietnam, the new year 2024 is seen as a year of much anticipation, a milestone for change, and a decision that will shape the situation for the years to come.

At the beginning of the new year 2024, Tuoi Tre newspaper would like to share with our readers the perspectives from various sectors and industries looking forward to 2024 with expectations for transformation. * National Assembly Representative TRAN ANH TUAN (Head of the Ho Chi Minh City Enterprise Management Innovation Committee):

The outlook is improving starting in the second quarter.

We have experienced a difficult and challenging economic year. In many countries, inflation has shown a downward trend, consumption is showing signs of recovery, unemployment is decreasing, and interest rates are unlikely to remain high to cope with other negative developments. All these developments are helping to bring back capital from developed countries, and Vietnam is among the countries receiving this capital. These positive signals are expected to impact the Vietnamese economy and Ho Chi Minh City. In particular, industries with high scientific and technological content and high added value, such as the digital economy, green economy, and circular economy, will have a greater advantage for development. I expect this because, despite the impact of the global and domestic economic difficulties last year, we made significant preparations and investments to seize new opportunities. Regarding innovation, we have implemented a series of policies to encourage development, including credit incentives, focusing on manufacturing, technology, science and technology, and digital transformation. In 2023, Vietnam attracted a significant number of foreign investors, with a particular focus on key sectors such as technology. This will create expectations for a new impetus for high-quality investment flows, generating a ripple effect. We have also developed markets, opening up many new markets alongside traditional markets such as the Middle East and the Americas. Notably, we have established and upgraded diplomatic relations with many major partners. These collaborations extend beyond the state and government levels to include local cooperation. Therefore, I believe that all these efforts will create the foundation and momentum for us to take off in 2024, especially from the second quarter. These reform efforts, infrastructure investments, and development orientations will help Vietnam seize opportunities to strongly develop industries with higher added value. The important issue is how we implement policies, create connections, and support businesses to further enhance competitiveness and resources for development in the upcoming recovery phase. I hope that the State, Government, and localities will always stand alongside and support businesses to take advantage of all available opportunities so that the Vietnamese economy can accelerate again.

We are confident that the country will experience high growth in 2024.

During the socio -economic discussions at the 6th session (15th term) of the National Assembly, many delegates expressed concern about the Government's target of 6-6.5% GDP growth in 2024 while domestic and global situations continue to face many difficulties. I believe that with the Government's efforts and the National Assembly's support, this goal is achievable. The reason: We are focusing maximally on three pillars: investment, consumption, and exports. With the Government's determination to disburse public investment capital, especially for key transportation projects, I believe that once transportation is restored, other activities will meet expectations, particularly exports, which have shown positive signs recently. We expect Vietnam to continue its upward economic momentum in 2023, not only achieving the GDP growth target of 6-6.5% in 2024 but also creating a comprehensive socio-economic development environment. Furthermore, 2024 will be a foundation for a shift in investment flows, with opportunities moving away from manufacturing and processing and towards high-tech industries that create high added value for the country. We also expect to attract large global corporations to Vietnam. Therefore, if we can effectively capitalize on these opportunities in 2024, Vietnam could create a wave of investment attraction and build investment confidence, boosting production, service activities, and consumption.

We hope for collaboration between universities both domestically and internationally.

As a recent graduate, I can sense that the quality of education at Vietnamese universities has improved significantly over the past 5-10 years compared to 5-10 years ago. The curriculum is constantly being updated and standardized. In particular, international collaborations between universities both domestically and abroad are becoming increasingly diverse, involving cooperation in programs, research, and exchange activities. I believe this can be considered one of the driving forces for development, as universities can learn from and utilize resources from universities in many countries. In 2024 and beyond, I expect these collaborations between universities domestically and abroad to increase even further. Students will also benefit greatly, having more opportunities for international exchange programs and semesters, and participating in academic and research activities with students from all over the world. I envision a day when international connections are sufficient in both quantity and quality, so that a student studying at a Vietnamese university will have experiences indistinguishable from studying abroad. Higher education needs a breakthrough.

We all expect Vietnam to see many positive changes in 2024. Looking back at the challenging global socio-economic context, we still achieved initial results in 2023, although not entirely satisfactory. Specifically for the education sector, especially higher education, in 2024, I believe the most important thing is a breakthrough to develop and improve the quality of training, producing graduates who meet the demands of the market and businesses. This requires the completion of comprehensive and synchronized legal mechanisms and policies to fully and deeply implement university autonomy. Simultaneously, mechanisms are needed to grant scientists a high degree of autonomy to innovate and demonstrate their responsibility in research. Along with that, sufficient budget investment is needed to support scientists in their research projects and studies. Furthermore, ensuring fair salaries, income, and benefits for educators is essential. Another area that needs attention in 2024 is strengthening university rankings in Vietnam and encouraging universities to participate more deeply in global university rankings. This will create competition, leading to better quality education and research.

In 2023, the world continued to face serious political crises. Meanwhile, with a stable political system, Vietnam will certainly continue to be an ideal country attracting diverse domestic and international investment in 2024. "Bamboo diplomacy" has affirmed Vietnam's consistent commitment to independence and self-reliance, its status as a peace-loving nation, and its position as a safe destination for tourists. The World Bank (WB) forecasts a strong economic recovery in Vietnam to 5.5%, while Fitch Ratings predicts 6.3% in 2024. However, for Vietnam to achieve sustainable development, I hope that education will receive more attention, investment, and improvement in 2024. The famous saying "Talented people are the lifeblood of the nation" by Than Nhan Trung, made over 500 years ago, affirms that the intellect of the Vietnamese people will determine the destiny of the Vietnamese nation. Learning to enrich Vietnamese culture.

As I share this, I'm in China, preparing to perform for Hunan TV's New Year's Eve show alongside many other artists. The weather is very cold, but the organizers, my colleagues, and the audience have all shown great care and support, making me feel very warm. In 2024, I hope to see Vietnam develop strongly. I hope everyone has the opportunity to study, work, develop, and contribute to the country. Specifically in my field, I hope there will be more cultural and artistic exchange programs and events, and more Vietnamese artists can interact and perform in other countries.
