4 commitments to developing the Capital City

Speaking at the Conference announcing the Master Plan for Hanoi Capital City with a 100-year vision and promoting investment in 2026, Comrade Tran Duc Thang, Member of the Political Bureau and Secretary of the Hanoi City Party Committee, emphasized four commitments to action for the city to achieve its development goals.

According to Hanoi Party Secretary Tran Duc Thang, 2026 marks a special milestone in the capital's development process, as the Politburo issued Resolution No. 02-NQ/TW on building and developing Hanoi in the new era; the National Assembly enacted the Law on the Capital City in 2026, granting the city authority along with special and superior mechanisms. The city has also issued a complete and synchronized set of regulations detailing the implementation of the law, and approved the Master Plan for the Capital City with a 100-year vision. The breakthrough impetus from the institutional framework and the new spatial planning will be the springboard to realize the aspiration of building the capital city into a hub of knowledge and technology, where people can live in a civilized, safe, livable, and happy environment.

To achieve development goals, The Secretary of the Hanoi Party Committee stated that the city has identified four action commitments following today's conference.

The city will continue to innovate its leadership and management methods based on discipline, tangible efficiency, and partnership with investors. The city will focus on strong and substantive reforms of administrative procedures, resolutely addressing any delays, avoidance, shirking of responsibility, or inconvenience to citizens and businesses. The city is committed to ensuring that all investors coming to Hanoi have access to transparent and equal information, are provided with the most favorable conditions, and have their legitimate rights and interests protected.

The city will focus on effectively utilizing public investment capital to accelerate the progress of infrastructure projects such as ring roads, river bridges, public transportation systems, high-tech zones, digital infrastructure, energy, finance, education , health, and the environment. Public investment will stimulate the attraction of private investment capital.
