At the meeting to hear reports on the implementation of the double-digit economic growth target and state budget revenue in 2026, held on the afternoon of June 17, 2026, Member of the Central Committee of the Party, Deputy Secretary of the City Party Committee, and Chairman of the City People's Committee Nguyen Khac Toan gave a very noteworthy directive regarding the handling of obstacles for businesses and investors.

The Chairman of the People's Committee of Hue City requested the implementation of a "48-hour problem-solving" mechanism, to be completed by June 2026. Accordingly, departments, agencies, and localities must designate a focal point to receive and process requests from businesses and investors, and provide feedback or propose solutions within a maximum of 48 hours from the time of receipt.

For matters exceeding their authority, they must promptly report to the City People's Committee for consideration and resolution; avoiding any shirking of responsibility, passing the buck, or prolonged processing times.

This requirement is set in the context of the first half of 2026, where although Hue's economy continues to maintain positive growth momentum, with an estimated GRDP increase of over 9%, to achieve the full-year target, Hue still needs to achieve a growth rate of over 10.5% in the second half of the year.

This goal is currently facing numerous challenges due to bottlenecks at the local level, such as the disbursement of public investment funds, land clearance, investment procedures, supply of construction materials, and the fact that the progress of some key projects has not yet been fully resolved.

Meanwhile, in investment activities, time is also a cost—money. Every day of delay entails financial costs, missed opportunities, and reduces the effectiveness of the project and the business. A procedure that drags on for a few weeks can cause a business to miss out on business opportunities or have to adjust its entire production plan.

Therefore, the implementation of the "48-hour problem-solving" mechanism for business and investor proposals, especially the requirement to avoid vague discussions, shirking responsibility, and having documents circulate freely between agencies... by the Chairman of the Hue City People's Committee, is something the business community has long awaited.

Another positive sign is that, in addition to the "48-hour problem-solving" mechanism, the Chairman of the Hue City People's Committee, Nguyen Khac Toan, also requested the implementation of a "Satellite Task Force" model; in which leaders of departments and agencies must directly go to the site, work with businesses, investors, and localities to resolve difficulties. This is a vivid example of the shift from a management mindset to a service mindset. Instead of waiting for businesses to approach government agencies, government agencies proactively approach businesses to solve problems.
