Focus on application strategy

Reader Ngoc Hoa (hoangoc78...@gmail.com) asked a representative from the Ho Chi Minh City Department of Science and Technology: “Ho Chi Minh City is currently vast and has many areas that need connectivity. So, does the department have any plans to ensure 5G infrastructure in these areas?”

Mr. Nguyen Trinh Dinh Hoa, Head of the Post and Telecommunications Department, Ho Chi Minh City Department of Science and Technology, said: With the new Ho Chi Minh City network officially operational from July 1, 2025, the Department of Science and Technology is conducting a comprehensive review of the 5G network infrastructure in the area as soon as possible to fully assess the current situation and propose appropriate solutions to promote 5G infrastructure development, ensuring ahead of schedule for the goal of 5G coverage throughout Ho Chi Minh City. It is expected that in the third quarter of 2025, the Department of Science and Technology will submit to the Ho Chi Minh City People's Committee for approval the 5G infrastructure development plan for the period 2025-2027, aiming for 5G coverage across more than 90% of Ho Chi Minh City, including 100% in high-tech zones, industrial parks, export processing zones, administrative centers, and densely populated areas.

Mr. Nguyen Trinh Dinh Hoa pointed out the reality: Currently, telecommunications businesses are facing some difficulties and obstacles in the process of developing 5G mobile communication stations in rural areas and mangrove forests, specifically regarding the installation of BTS stations on agricultural land, forest land, etc., and in the use of land for combined agricultural and telecommunications construction purposes. However, this issue has been addressed in the Telecommunications Law, the Land Law, and Decree No. 102/2024/ND-CP dated July 30, 2024, which details the implementation of some articles of the Land Law. The Department will coordinate with relevant units to promptly guide and implement this matter.

Reader Phan Van Huy (huy123...@gmail.com) asks: “How will the collaboration with 5G service providers to develop 5G applications in high-tech zones, concentrated information technology zones, or industrial parks be implemented?”

Mr. Nguyen Trinh Dinh Hoa informed that the city has issued Action Plan No. 459-KH/TU and No. 4354/KH-UBND, which set the goal of completing the deployment of 5G network coverage to 100% of the city's population. The Department of Science and Technology has been coordinating with telecommunications enterprises to implement the plan and has initially achieved some results: Ho Chi Minh City (before July 1, 2025) has developed 2,613 5G BTS stations - accounting for more than 20% of the total number of 5G BTS stations nationwide, meeting more than 40% of the 5G coverage needs for the city's residents. The speed of internet access via 5G network reaches 300-400Mbps compared to the regulated speed of over 100Mbps. High-tech zones, concentrated information technology zones, or industrial parks and export processing zones... have all been prioritized by telecommunications companies for the development of high-speed 5G network infrastructure as well as high-speed and ultra-high-speed broadband fiber optic transmission infrastructure exceeding 1Gbps.
