This is not only a particularly important political task, but also a command from the heart, expressing the gratitude, responsibility, and sacred morality of the nation towards those who bravely sacrificed themselves for the independence and freedom of the Fatherland.

More than half a century has passed since the country's reunification, but the pain of war has yet to end, as hundreds of thousands of martyrs remain undiscovered or unable to return to their families under their own names.

Throughout the country, nearly 1.2 million outstanding sons and daughters fell for the independence and unification of the nation. To this day, approximately 175,000 martyrs' remains have yet to be found; and about 300,000 martyrs' remains have been collected but their identities remain unknown.

Each unnamed grave represents a void in the family's memory, a lingering sense of loss that has lasted for generations.

Therefore, the search for, collection, and identification of the remains of fallen soldiers is a journey to restore the names, homelands, and reunions of those who dedicated their entire lives to the Fatherland.

Stemming from the tradition of "Drinking water, remembering the source," and "Showing gratitude," and from the heartfelt aspirations of the families of fallen soldiers and the people nationwide, the 500-day campaign was launched with high political determination, with all responsibility, affection, and profound gratitude. This is also a practical activity towards commemorating the 80th anniversary of the Day of War Invalids and Martyrs (July 27, 1947 - July 27, 2027).

The focus of the campaign is to collect biological samples from the remains of unidentified martyrs for DNA matching with their relatives; at the same time, to strengthen propaganda and encourage people to provide information about martyrs' graves; and to review and verify areas with information about burial sites.

At the same time, we will promote the application of science and technology, improve the database and build a DNA bank for relatives, and digitize information to enhance the efficiency and accuracy of the search and identification process.

In Quang Ninh, the armed forces are coordinating with units, localities, and families of fallen soldiers to implement the campaign with the utmost urgency and responsibility, determined to complete it before July 10, 2026.

The entire process, from preparing documentation, locating the grave, excavation, sampling, sealing, assigning identification codes, updating digitized data, preservation, transportation, and sample handover, is carried out according to strict technical procedures, ensuring accuracy and consistency.

After the sampling is complete, the graves are returned to their original state, preserving the solemnity of the war cemeteries.

Each DNA sample collected represents a new ray of hope on the journey to rediscover the identities of those who have fallen. It is a combination of modern scientific achievements with historical responsibility and national solidarity, opening up opportunities for many families, after decades of waiting, to welcome their loved ones home.

According to Le Van Anh, Vice Chairman of the Quang Ninh Provincial People's Committee, the Provincial Steering Committee 515 has surveyed 22 martyrs' cemeteries with 3,736 graves, identifying 803 graves that require biological samples for DNA testing.

After nearly a month of implementation, the entire province has excavated and collected samples from 456 graves in 9 martyrs' cemeteries; 429 samples of martyrs' remains were collected, 289 samples were handed over to the Military Forensic Institute for DNA testing; 140 samples continue to be preserved according to regulations. There were 27 graves from which no samples could be taken, including 7 graves that did not meet the sampling criteria, 18 graves without urns, and 2 graves without remains.

The Provincial Steering Committee 515 aims to complete the sampling process before July 27, 2026, 120 days earlier than the plan of Military Region 3 and 330 days earlier than the plan of the Central Government.

Regarding the collection of DNA samples from relatives of fallen soldiers, the provincial police, in coordination with the Department of Interior and local authorities, reviewed nearly 1,600 eligible relatives; collected 450 DNA samples in the initial phase and updated the data of 1,200 relatives to the National Database.

Party Central Committee Secretary and Deputy Prime Minister Pham Thi Thanh Tra, Head of the National Steering Committee on Searching, Gathering, and Identifying the Remains of Martyrs, requested that localities continue to intensify the search, gathering, and identification of the remains of martyrs, creating a clear improvement in identifying martyrs whose identities are still unknown.

At the same time, focus on collecting biological samples from relatives and completing DNA sampling for the remains of unidentified martyrs buried in cemeteries nationwide.

Searching for, collecting, and identifying the remains of fallen soldiers is a particularly important political task and a sacred responsibility, sentiment, and moral obligation of the entire Party, the entire people, and the entire army towards those who dedicated their youth to the independence and freedom of the nation.

The campaign "500 days and nights to intensify the search, collection, and identification of the remains of fallen soldiers" will be implemented from March 15, 2026, to July 27, 2027.

According to the National Steering Committee, to date, the country has searched for and collected approximately 3,000 remains of martyrs; collected samples from about 110,000 graves; received about 100,000 biological samples from relatives of martyrs; and conducted DNA testing on about 9,000 remains.

In addition, software for managing and analyzing data to support the search, collection, and identification of the remains of fallen soldiers has been completed and put into use.
