The fruits of collaborative effort
Identifying rural development and poverty reduction as key priorities in social welfare work, and also as an important criterion in building new rural areas, Ninh Chau commune has implemented many practical solutions in recent times, mobilizing the decisive participation of the entire political system to jointly develop rural development and poverty reduction programs for policy beneficiaries, poor and near-poor households.
According to Le Ngoc Huan, Chairman of the Ninh Chau Commune People's Committee, the commune has established a Steering Committee for Rural Development and Rural Development, clearly assigning responsibilities to each member. The Steering Committee has developed a specific plan, setting targets for each stage, prioritizing households with particularly difficult circumstances, policy beneficiary families, and single-parent poor households. In regular meetings, commune leaders review and assess progress on this issue, thereby promptly addressing any difficulties and obstacles. In addition, the process of reviewing and compiling a list of eligible households for support is conducted openly and transparently, ensuring that the support reaches the correct recipients.

The dissemination of information was carried out through loudspeakers and meetings of Party branches and villages, helping people understand that this was not just material support, but also a deeply humane policy aimed at creating conditions for disadvantaged households to stabilize their housing, settle down, and prosper.
Local organizations at the commune and village levels actively participated in assisting poor households in the process of building houses; they also promoted and mobilized additional funds, labor, and construction materials to support the people. In addition, many socio-political organizations and philanthropists donated money and goods to disadvantaged families, contributing to helping many poor households improve their lives.
To date, Ninh Chau commune has completed the construction and repair of 143 houses for local residents. This includes: 122 households receiving housing support under the program for people with meritorious service to the revolution and relatives of martyrs (22 households receiving new construction, 100 households receiving repair and renovation); and 21 households receiving support under the program for rural and near-poor households (6 households receiving new construction, 15 households receiving repair and renovation), with a total budget of over 7 billion VND.
New look
The XNT and NDN programs have brought about positive changes, not only helping people have stable housing but also contributing to changing the face of rural areas and promoting socio -economic development. Supporting the construction of sturdy houses not only helps people stabilize their lives and settle down, but also creates motivation for them to rise out of poverty sustainably.
In her spacious new home in Hien Loc village, Mrs. Nguyen Thi Xan could not hide her emotion. Having lived for many years in a dilapidated, rickety house, she now has a sturdy, clean, and beautiful home.
“Previously, every rainy season I was very worried because our house was dilapidated and unstable. Now that we have a new, sturdy, clean house, my family feels empowered to move forward. We are extremely grateful for the concern of the Party, the State, and the local government,” Ms. Xan shared.

The new house not only alleviates worries every time the rainy and stormy season arrives, but also serves as a great source of motivation and strength for many disadvantaged families and those receiving government assistance. The family of Ms. Nguyen Thi Le Vinh, in Quang Xa village, has also just realized their dream of a sturdy home after many years living in a dilapidated, temporary house.
Life was so difficult that her family never dared to dream of having a new house. However, thanks to the concern of the Party committee and government at all levels, along with the help of relatives and neighbors, that dream has now become a reality.
"I am deeply moved by the attention and support from the State and authorities at all levels in building my house. This is a great source of encouragement, both materially and spiritually, for those of us who have rendered meritorious service to the revolution and the relatives of martyrs to stabilize our lives," Ms. Vinh expressed.
Secretary of the Ninh Chau Commune Party Committee, Nguyen Ngoc Thu, affirmed: “The commune will continue to effectively integrate the new rural development program, sustainable poverty reduction, and long-term livelihood support to help households stabilize their lives; mobilize more support from organizations, businesses, and people from the homeland living away from home to help people in difficult circumstances, ensuring that no one is left behind on the path of development, towards building a prosperous, beautiful, and civilized Ninh Chau.”
According to Le Ngoc Huan, Chairman of the Ninh Chau Commune People's Committee, the program for building new houses and temporary shelters is not simply about constructing houses, but also about building trust and hope for a bright future for the people. Thanks to this, the rural landscape is increasingly changing, becoming more stable and developed. In the coming time, Ninh Chau commune will continue to leverage community strength, resolutely preventing the recurrence of temporary housing and temporary shelters; and effectively implement other social welfare programs and policies, aiming for sustainable development and improving the quality of life for the people.
Working together towards the goal of providing stable housing for the people, the housing construction and resettlement program in Ninh Chau goes beyond mere statistics, igniting hope for a stable and prosperous life right on their homeland. This also demonstrates the concern of the Party, the State, and the entire community for those facing housing difficulties, especially those who have contributed to the revolution and the relatives of martyrs.
