Implementing Resolution 68-NQ/TW of the Politburo on the development of the private economy, An Giang emphasizes the importance of promoting administrative reform as a key task. The province will strongly innovate its administrative thinking from control to partnership, considering businesses as the target of "service"; strictly prohibiting the abuse of administrative decisions, the "request-and-grant" mechanism, and acts of protectionism at the sectoral and local levels in the development and implementation of policies and laws. It will ensure consistency in policy implementation, without discrimination between private enterprises and state-owned enterprises or FDI enterprises (enterprises with foreign direct investment) in the mobilization, allocation, and use of capital, land, resources, assets, technology, human resources, data, and other resources.
Simultaneously, the province is improving the quality of online public services and digital services for citizens and businesses, aiming to provide comprehensive, personalized, and data-driven online public services to better meet the needs of citizens and businesses. It is strongly promoting the provision of public services to businesses regardless of administrative boundaries; reducing and simplifying administrative procedures related to production and business activities. Dialogue is being held to address difficulties faced by businesses investing in and constructing projects within the province.

Chairman of the An Giang Provincial People's Committee, Ho Van Mung, stated that, based on the central government's policies, guidelines, and specific mechanisms, the province will focus on resolving legal obstacles to address long-standing, stalled projects and contracts that cause losses and waste of social resources, hinder the development of private enterprises, slow down the province's socio-economic development, and ensure the enforcement of contracts of the private sector. Alongside this, the province will resolutely combat counterfeit goods, pirated goods, smuggled goods, and copyright infringement to protect the legitimate rights and interests of businesses and households operating in accordance with the law.
According to the Chairman of the Provincial People's Committee, to enhance opportunities for private sector businesses to access land and production/business premises, the province is facilitating their access to resources such as land, capital, and high-quality human resources. It is promptly publicizing land use plans and schemes; submitting to the Provincial People's Council for promulgation mechanisms and policies to encourage, incentivize, and support investment in infrastructure for industrial parks, industrial clusters, and functional zones within border economic zones under the local authority, meeting the demand for industrial production and business premises and boosting investment attraction. The province is maximizing the use of resources to promote socio-economic development.
Along with that, diversifying capital sources for the rice industry is crucial. Given the fluctuations in the global market, the need for capital to expand production, optimize the supply chain, and develop the rice industry is becoming increasingly necessary. Understanding this, the Agricultural and Rural Development Bank (Agribank) has intensified its provision of credit for rice production and business, promptly meeting the loan needs of individuals and businesses with appropriate loan limits and terms for purchasing, storing, processing, consuming domestically, and exporting rice. It has also expanded medium- and long-term credit to eligible customers for investment in warehouses, factories, processing machinery and equipment, etc.

Truong Hoang Tuan, Director of VietABank An Giang Branch, proposed that to fully utilize the potential of the private sector, in addition to banking capital policies, it is necessary to quickly restructure the capital market, alongside freeing up resources through institutional reforms. Businesses need to proactively ensure transparency in cash flow, improve management capacity, and present feasible business plans to easily access credit.
