According to the 2024 Law on Road Traffic Order and Safety, from July 1, 2026, children under 10 years old and under 1.35 meters tall must use appropriate safety equipment when riding in a car. This is a new regulation that many parents are concerned about. To clarify the points to note when implementing this, a reporter from Lang Son Newspaper and Radio and Television interviewed Lieutenant Colonel Phuong Thuc Dinh, Deputy Head of the Traffic Police Department, Provincial Police.

Reporter: Based on practical experience in ensuring traffic safety, what risks have traffic police observed when children are seated in cars in the wrong positions or without using appropriate safety equipment?
Lieutenant Colonel Phuong Thuc Dinh: Through our experience handling traffic collisions and accidents, we have observed that children are a very vulnerable group. If not secured with appropriate safety equipment, children can be thrown from their seats, collide with parts of the vehicle, or be ejected from the vehicle during sudden braking, collisions, or rollovers.
In reality, many parents still have the habit of carrying their children in their arms or letting them sit in the front seat. This is very dangerous, because in the event of a collision, the large inertia makes it difficult for adults to hold onto the child. Therefore, using appropriate safety equipment for children is not only a legal requirement but also an effective solution to minimize the risk of injury and ensure children's safety on every journey.
Reporter: From July 1st, 2026, regulations on the use of child safety devices in cars will officially come into effect. Could you please tell us what points people need to pay special attention to?
Lieutenant Colonel Phuong Thuc Dinh: Clause 13, Article 2 of the 2024 Law on Road Traffic Order and Safety explains the concept of "child safety equipment": It is a device capable of ensuring the safety of children in a sitting or lying position in a car, designed to reduce the risk of injury to children in the event of a collision or when the vehicle suddenly decelerates, by restricting the movement of the child's body.
According to Clause 3, Article 10 of the 2024 Law on Road Traffic Order and Safety, from July 1, 2026, when transporting children under 10 years old and under 1.35 meters tall in a car, drivers are not allowed to place the children in the same row of seats as the driver, except in cases where the vehicle only has one row of seats. Furthermore, drivers must use or instruct the use of appropriate safety equipment for children.
Please note that this regulation applies when a child simultaneously meets two conditions: under 10 years old and under 1.35 meters tall. Children who do not fall under these conditions must still comply with the seatbelt requirement in positions where seatbelts are provided. This regulation is humane, aiming to protect the lives and health of children when traveling in cars.
Reporter: Currently, many parents are aware of the new regulations but still have concerns about choosing and using child safety seats. Do you have any recommendations to help people comply correctly and effectively?
Lieutenant Colonel Phuong Thuc Dinh: We advise parents to choose safety equipment that is appropriate for their child's age, weight, and height; prioritizing products with clear origins and meeting technical standards as prescribed. At the same time, it is necessary to install the equipment according to the manufacturer's instructions and regularly check the straps and buckles to ensure the equipment provides effective protection. More importantly, parents need to instill in their children the habit of sitting in the correct position and using safety equipment on every trip. We hope that each family will view using a child safety seat as simply wearing a helmet when riding a motorcycle or scooter – making it a voluntary, regular, and indispensable habit.
Reporter: To ensure the regulations are implemented effectively, what solutions will the traffic police force deploy in terms of public awareness campaigns, guidance, and enforcement of violations in the coming period?
Lieutenant Colonel Phuong Thuc Dinh: In the coming time, the traffic police force will continue to promote awareness through press agencies, media, social networks, schools and grassroots information channels to help people understand the meaning and necessity of the new regulations.
In addition, during patrols and inspections, traffic police will intensify efforts to remind, guide, and disseminate regulations to vehicle drivers and will strictly handle violations in accordance with the law. This will contribute to raising awareness of law compliance and building a safe traffic culture, where children are always given the highest priority for protection.
