Maximizing potential and advantages.
An Khánh commune was established by merging the communes of An Khánh, An Thượng, Đông La, La Phù, Vân Côn; a part of Song Phương commune of the former Hoài Đức district, and a part of Dương Nội ward of the former Hà Đông district, with a total natural land area of 28.69 km2 and a population of over 102,000 people in 34 villages and 4 residential areas.
An Khánh is conveniently located along the Thăng Long Boulevard, near important transportation routes such as Ring Road 4, Ring Road 3.5, Provincial Road 423, LK8, LK8 Extension, LK10, LK12, LK14, etc. All roads within the commune have been asphalted or concreted. The commune comprises 34 villages and has formed 4 new residential areas connected to urban zones. The commune has a large land area, which is largely covered by general planning, urban sub-area planning, and specialized planning.
According to the General Planning for the Construction of the Capital City, approved by the Prime Minister for adjustment until 2045, with a vision to 2065, in Decision No. 1668/QD-TTg dated December 27, 2024, and the Planning for the Capital City of Hanoi for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1569/QD-TTg dated December 12, 2024, An Khanh is oriented as part of the expanded urban area in the Southwest of the city.
Currently, there are 13 urban and housing projects in the commune with a total area of approximately 587.31 hectares; of which 6 projects, with a total area of approximately 399.17 hectares, have received decisions on land acquisition, allocation, and change of land use purpose. As a result, the urbanization rate in An Khánh is developing faster than the average of many suburban communes of Hanoi and has become one of the key urban development areas in the Southwest of the capital.
In particular, large urban areas have been making positive contributions, driving the commune towards the goal of a green, civilized, and modern city. For example, the large-scale Nam An Khanh urban area is adding many high-rise mixed-use buildings, promoting the development of commercial and service activities. The Vinhomes Thang Long, The Golden An Khanh, and Thang Long Victory urban areas have contributed to improving living standards, increasing housing supply, and creating urban service spaces. The Splendora Bac An Khanh, Geleximco Le Trong Tan, and An Khanh - An Thuong urban areas have formed integrated residential areas, helping to change the urban landscape and increase the proportion of service and commercial activities in the area.
In addition, An Khanh continues to accelerate the implementation of several public investment projects and school construction projects that have been approved in principle, planning, and investment projects. Along with that, the commune focuses on effectively managing state resources and the environment, protecting the environment, and moving towards building a green, clean, and beautiful urban infrastructure.
Identify breakthrough areas
According to Nguyen Trung Thuan, Secretary of the Party Committee and Chairman of the People's Council of An Khanh commune, the first Party Congress of the commune, for the 2025-2030 term, set the goal: "To build An Khanh into a green, civilized, modern, and happy urban area." The commune also identified three breakthroughs. Firstly, a breakthrough in resources, focusing on building a team of cadres with good qualities, capabilities, prestige, and a desire to contribute; strongly promoting intelligence and the spirit of daring to think, daring to act, and daring to take responsibility. Emphasis is placed on developing high-quality human resources linked to science and technology, innovation, and creating a foundation for the digital economy.
Secondly, there is a breakthrough in infrastructure, especially the key transportation infrastructure in the area; at the same time, strong investment in digital transformation infrastructure, continued development of industrial clusters, in order to expand development space, effectively exploit resources and improve people's lives; maximizing the mobilization of social resources and public-private partnership models to develop green and sustainable infrastructure.
Thirdly, there is a breakthrough in digital transformation. The commune focuses on implementing the construction of a digital government, digital society, digital citizens, and digital economy in accordance with Resolution No. 57-NQ/TƯ on breakthroughs in the development of science and technology, innovation, and national digital transformation; applying information technology and artificial intelligence to improve management efficiency and serve people and businesses quickly and transparently, aiming towards a modern, professional service-oriented government.
The commune's Party Committee has also developed a plan and action program for the coming period. Specifically, the commune will review and adjust the zoning and detailed planning; ensure comprehensive planning coverage throughout the entire area; focus on implementing the zoning plan west of Ring Road 4; and accelerate the progress of key projects such as urban railway line 5, Ring Road 4, the intersection of Ring Road 3.5 and Thang Long Boulevard, the sports park, and the regulating lake.
At the same time, the commune invested in 10-15km of roads with a width of 30-40m, with a total capital of approximately 3,500-5,500 billion VND; renovated and upgraded provincial road 423; extended LK8 road; LK10 road from the Ta Day dike to Ring Road 3.5; TD6 road from Thang Long Boulevard to the end of An Khanh commune; and implemented the Nam An Khanh Wastewater Treatment Plant project...
Faced with increasing population pressure, the commune plans to build 11 new schools at all levels. Urbanization in An Khanh commune is now progressing rapidly and strongly, making a significant contribution to the overall development of the southwestern part of Hanoi. However, to achieve the goal of becoming a green, civilized, and modern urban area, An Khanh commune needs to continue upgrading its technical and social infrastructure, developing public transportation, and increasing green spaces. Therefore, connecting urban infrastructure with the infrastructure of residential areas in An Khanh commune is considered a breakthrough in the 2025-2030 term.
