Three breakthroughs for An Khanh to "reach the finish line"

On that basis, the commune focuses on planning management, mobilizing and effectively using all resources, investing in synchronous development of traffic, technical, socio-economic and modern urban infrastructure, creating momentum and space for sustainable development.

Promoting potential and advantages

An Khanh commune was established on the basis of merging the communes: An Khanh, An Thuong, Dong La, La Phu, Van Con; part of Song Phuong commune of Hoai Duc district (old), part of Duong Noi ward of Ha Dong district (old), with a total natural land area of 28.69 km2, a population of more than 102,000 people in 34 villages and 4 residential groups.

An Khanh has a favorable location along Thang Long Avenue, near important traffic routes such as Ring Road 4, Ring Road 3.5, Provincial Road 423, LK8, LK8 extension, LK10, LK12, LK14... Traffic routes in the commune have been 100% asphalted and concreted. The whole commune has 34 villages and 4 new residential groups have been formed in association with urban areas. The commune has a large land fund and has been basically covered by the general planning, urban zoning plans and specialized planning.

According to the Master Plan for the Capital Construction approved by the Prime Minister to 2045, with a vision to 2065 in Decision No. 1668/QD-TTg dated December 27, 2024 and the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1569/QD-TTg dated December 12, 2024, An Khanh is oriented to belong to the expanded urban area in the Southwest of the city.

In the commune, there are currently 13 urban and housing projects with a total area of about 587.31 hectares; of which 6 projects, with a total area of about 399.17 hectares, have had decisions on land recovery, land allocation, and change of land use purpose. Thanks to that, the urbanization speed in An Khanh has developed faster than the average of many suburban communes of Hanoi and has become one of the key urban development areas in the Southwest of the Capital.

In particular, large urban areas have been actively contributing, promoting the commune to gradually move towards the goal of a green, civilized, and modern urban area. Typically, the large-scale Nam An Khanh urban area is adding many high-rise mixed-use buildings, promoting the development of trade and services. The urban areas of Vinhomes Thang Long, The Golden An Khanh, and Thang Long Victory have been contributing to improving life, increasing housing funds, and creating urban service space. The urban areas of Splendora Bac An Khanh, Geleximco Le Trong Tan, An Khanh - An Thuong, etc. have formed synchronous residential areas, helping to change the urban appearance and increase the proportion of services and trade in the area.

In addition, An Khanh continues to accelerate the implementation of a number of public investment projects, school constructions with approved policies, plans, and investment projects. Along with that, the commune focuses on implementing well the state management of natural resources - environment, environmental protection, moving towards building green - clean - beautiful urban infrastructure.

Identify breakthroughs

According to Party Secretary and Chairman of the People's Council of An Khanh Commune, Nguyen Trung Thuan, the 1st Party Congress of the Commune, term 2025 - 2030, set the goal: "Building An Khanh into a green, civilized, modern and happy urban area". The Commune also identified 3 breakthroughs. The first is a breakthrough in resources, focusing on building a team of cadres with qualities, capacity, prestige, and aspiration to contribute; strongly promoting intelligence and the spirit of daring to think, daring to do, daring to take responsibility. Focus on developing high-quality human resources associated with science - technology, innovation, creating a foundation for the digital economy.

The second is a breakthrough in infrastructure, especially the framework transport infrastructure in the area; at the same time, strongly investing in digital transformation infrastructure, continuing to develop industrial clusters, aiming to expand development space, effectively exploit resources and improve people's lives; maximally mobilizing socialized resources, public-private partnership models to develop green and sustainable infrastructure.

Third is the breakthrough in digital transformation, the commune focuses on implementing the construction of digital government, digital society, digital citizens and digital economy in the spirit of Resolution No. 57-NQ/TU on breakthrough in science - technology development, innovation and national digital transformation; applying information technology and artificial intelligence to improve management efficiency, serve people and businesses quickly and transparently, towards a modern and professional serving government.

The Commune Party Committee has also developed a Plan and Action Program for the coming time. Specifically, the commune will review and adjust the detailed zoning plan; cover the entire area with planning; focus on implementing the zoning plan for the West of Ring Road 4; speed up the progress of key projects, such as urban railway No. 5, Ring Road 4, the intersection of Ring Road 3.5 - Thang Long Avenue, the Sports Park, and the regulating lake.

At the same time, the commune invested in 10 - 15km of road with a cross-section of 30 - 40m, with a total capital of about 3,500 - 5,500 billion VND; renovating and upgrading provincial road 423; extended LK8 road; LK10 road from Ta Day dike to Ring Road 3.5; TĐ6 road from Thang Long Avenue to the end of An Khanh commune; implementing the Nam An Khanh Wastewater Treatment Plant project...

Faced with the pressure of population growth, the commune plans to build 11 new schools at all levels. Focus on attracting investment and creating resources to implement new projects, such as La Phu urban area, La Phu - Dong La, urban areas according to urban subdivision planning S3, S4 and GS; urge to speed up the implementation of a number of urban and housing projects, including: La Tinh - Dong La social housing area; Nam An Khanh urban area expanding area B; Nam An Khanh urban area expanding area 3...

Urbanization in An Khanh commune is now taking place strongly and rapidly, contributing significantly to the overall development of the Southwest of Hanoi. However, to achieve the goal of becoming a green, civilized and modern urban area, An Khanh commune needs to continue upgrading technical infrastructure, social infrastructure, developing public transport, increasing green areas... Therefore, connecting urban infrastructure with infrastructure of residential areas in An Khanh commune is also considered a breakthrough in the 2025 - 2030 term.
