The Emulation Movement for Decisive Victory, during the period 2019-2024, was led, directed, and implemented comprehensively, decisively, and effectively by the Party Committee and the Command of the Border Guard of Lao Cai province, contributing to the successful completion of assigned political tasks.
Following the directives and guidance of higher authorities, the Party Committee and the Provincial Border Guard Command have formulated numerous policies and solutions to lead and guide the "Determined to Win" Emulation Movement in line with the actual situation, while also concretizing these policies and solutions through plans and guidelines for implementation. Subordinate agencies and units have creatively applied and innovated the content, form, and methods of organizing emulation, especially high-intensity and surprise emulation campaigns, focusing on grassroots levels, closely adhering to key tasks, urgent issues, and weak points to organize practical and effective emulation. The "Determined to Win" Emulation Movement has also been directed towards three breakthroughs: combating illegal immigration, drug trafficking, and smuggling across the border; improving the quality of training; and strengthening the building of a regular force, adherence to discipline and law, and ensuring safety.
The Emulation Movement for Victory in the Lao Cai Border Guard Force has always been vibrant, widespread, and in-depth, directly contributing to building strong agencies and units in terms of politics, ideology, ethics, organization, and personnel. Agencies and units have effectively organized political activities, thoroughly disseminating and implementing resolutions, directives, conclusions, and regulations from higher levels. Annually, the number of personnel participating in these activities consistently reaches 96.7%; annual training results consistently meet 100% of requirements, with 75.8% achieving good or excellent results. Units integrate political education with historical and traditional education, promoting the study and emulation of Ho Chi Minh's thought, morality, and style, and the five standards of "Uncle Ho's Soldiers" in the new era. Information dissemination, propaganda, and ideological guidance for soldiers have undergone many innovations, contributing to building unwavering political resolve among officers and soldiers, fostering determination, overcoming difficulties, and being ready to accept and successfully complete all assigned tasks.
The results of the Emulation Movement for Victory have been a crucial driving force in motivating agencies and units to excellently fulfill all assigned tasks. The Party Committee and the Provincial Border Guard Command have directed agencies and units to proactively grasp, analyze, evaluate, and forecast the situation related to the border, border areas, and border regions, promptly advising Party committees and authorities on appropriate policies and countermeasures, effectively resolving emerging issues, preventing passivity and surprises, and firmly protecting national territorial sovereignty and border security in all situations. Units have implemented comprehensive and effective measures for border management and protection, strictly adhering to border agreements, treaties, and regulations; coordinating with all levels, sectors, and localities to monitor, combat, and resolve border-related incidents and events in accordance with policies, countermeasures, laws, and foreign policy guidelines. Over the past five years, border guard units in Lao Cai have conducted 11,340 patrols and inspections to protect the border.
In the emulation campaign to achieve meritorious deeds in the fight against all types of crimes and to protect political security and social order in the border area, the Party Committee and the Command of the Border Guard of Lao Cai province have focused on leading and directing efforts to improve the quality of information gathering, analysis, synthesis, and handling. As a result, they have proactively detected early and from afar the schemes, methods, and tactics of hostile forces and various types of crimes, promptly advising and proposing to superiors policies and measures for effective prevention and combat, avoiding a passive response. The Lao Cai Border Guard has proactively developed operational plans and intensive campaigns to combat crime, effectively fighting various types of crimes, especially drug trafficking, human trafficking, illegal arms and explosives trading, smuggling, and commercial fraud. From here, many exemplary individuals have emerged, demonstrating a proactive and positive spirit in combating crime, demonstrating resourcefulness, courage, and teamwork, achieving numerous victories, and contributing to maintaining political security and social order.
The units have focused on innovating organizational work and training methods according to the motto "basic, practical, and solid"; emphasizing comprehensive, in-depth training closely aligned with reality, focusing on political education, border and border gate management and protection, platoon-level tactics, proficient use of issued weapons, and drill regulations for the troops. Currently, 14 out of 19 grassroots units have been recognized by the Border Guard Command as units achieving comprehensive strength.
In a spirit of emulation and active participation in building and consolidating the political foundation and developing the economy, culture, and society in border areas, the Party Committee of the Provincial Border Guard Command and border guard posts have signed coordination regulations with district and city Party committees and Party committees of border communes, wards, and towns. Through this, the role of cadres participating in local Party committees, cadres assigned to serve as deputy secretaries of border commune Party committees, and Party members participating in activities at village and hamlet Party branches has been enhanced in advising and implementing many programs and models to help people develop economically and socially. The emulation movement in labor, production, logistics, technical support, finance, healthcare, and maintaining and improving the living standards of soldiers has been implemented comprehensively and synchronously, promptly meeting the requirements of regular and unexpected tasks. Currently, most units are self-sufficient in vegetables, actively increasing production to improve the living standards of soldiers; ensuring a healthy troop strength of 98.5% or higher. The units strictly maintain the technical work regime and discipline, especially in the management, preservation, exploitation, and use of weapons and technical equipment, ensuring tightness and effectiveness; focusing on the preservation, maintenance, repair, exploitation, and use of weapons in their inventory and new technical equipment, maximizing their performance, technical, and tactical capabilities to serve political tasks.
The work of building and replicating advanced models is given importance; closely combining the building and replication of advanced models in emulation movements with the discovery and replication of advanced models in various fields; maintaining, promoting, and replicating existing models while discovering and building new models, new examples, and new factors; giving importance to both comprehensive and individual advanced models. During the period 2019-2024, the Provincial Border Guard Command had 286 collectives and 1,263 individuals awarded commendations, including 6 collectives and individuals receiving Certificates of Merit from the Prime Minister and 29 collectives and individuals receiving Certificates of Merit from the Ministry of National Defense.
The results of the Emulation Movement for Victory have motivated the border guards of Lao Cai to overcome difficulties and successfully complete assigned tasks, especially in protecting sovereignty and border security; building a regular, strong, and comprehensive unit that is "exemplary and outstanding," with a clean and strong Party committee, recognized and highly appreciated by all levels, sectors, and local Party committees and authorities.
