According to current regulations, the scope of recipients of Party newspapers in the province has been significantly expanded to include: Party branches and committees (excluding Party branches and committees of agencies, schools, and health stations), People's Councils and People's Committees of communes and wards; grassroots youth organizations; former provincial Party committee members, heads and deputy heads of departments, agencies, the Fatherland Front, and political and social organizations of the province; former standing committee members of district-level Party committees (old); retired chairmen and vice-chairmen of People's Councils and People's Committees of districts, cities, and towns in the province; and Party members with 60 years or more of Party membership who receive daily copies of Nhan Dan Newspaper and Bac Ninh Newspaper.

Additionally, Party members with 40 to 59 years of Party membership and retired senior officers (from the rank of lieutenant colonel and above) in the armed forces residing in the area are provided with daily and monthly copies of the Bac Ninh Newspaper. Party branches at the grassroots level are provided with one copy of the Communist Magazine for use in their branch meetings.
According to statistics from the Provincial Party Committee's Propaganda and Mass Mobilization Department, by the end of 2025, the province will have 30,697 Party members with 40 to 59 years of Party membership; 3,015 Party members with 60 years or more of Party membership; approximately 700 retired leading officials; and 2,856 Party branches and 396 units including People's Councils, People's Committees, and youth unions at all levels that are provided with free Party newspapers.
