Online processing of applications accounts for an overwhelming proportion.

According to Vice Chairman Tran Thi Dieu Thuy, on October 31st, Ho Chi Minh City also approved the Project to complete the infrastructure and information technology equipment for the City's Public Administrative Service Center, the People's Committees at the commune level, and the Public Administrative Service Centers at the commune level, serving the activities of the two-tiered local government in the city. From July 1st to the end of the year, the administrative procedures processing system received over 2.05 million administrative dossiers across various fields, of which nearly 1.4 million were submitted online. Specifically at the commune level, the number of dossiers received during this period reached over 1.44 million, with 1.13 million submitted online.

For the administrative agencies of Ho Chi Minh City, the document management system across 168 wards, communes, and special zones recorded over 473,000 documents sent and nearly 1,600 documents received within a few months. The use of technological infrastructure for this work by local authorities also helps shorten the time for sending and receiving documents and saves on administrative and office costs. A total of 33,645 email accounts have been created and established, with all email addresses provided according to the registration requests of the 168 wards, communes, and special zones.

Currently, additional accounts are being issued based on the needs of the units; 35,762 accounts for the document management system; and 26,907 accounts for the administrative procedure processing system. Simultaneously, using the existing IT infrastructure, Ho Chi Minh City has received and processed 17,314 digital signatures for organizations and individuals. Regarding the shared database system, Ho Chi Minh City has connected and maintained connections between 12 out of 16 databases of ministries, sectors, and the National Public Service Portal with the city's administrative procedure processing information system through the national data integration and sharing platform with the city's data integration and sharing platform.

In Ho Chi Minh City, not only are administrative procedures being streamlined online, but even for matters of dissatisfaction, citizens and businesses can simply submit their feedback from the comfort of their homes via the 1022 Information Portal.

According to Mr. Pham Huynh Quang Hieu, Deputy Director of the Ho Chi Minh City Department of Science and Technology, from the beginning of the year to the end of October, the city's 1022 Information Portal received 57,423 reports and suggestions from citizens in the area. Of these reports and suggestions, the largest number were in the field of public administration with 19,189 reports, followed by urban infrastructure with 9,126 reports. The 1022 Information Portal also serves as a channel for the city government to gather information during the process of serving citizens, enabling timely adjustments and adjustments, thereby avoiding public dissatisfaction and contributing to the stability of public order and security at the grassroots level.

With the current strong development of digital infrastructure for the government, citizens, and businesses, in July, the People's Committee of Dong Nai province issued 12 decisions announcing the list of administrative procedures to be implemented regardless of administrative boundaries within the province, with 1,988 procedures available online through the National Public Service Portal or postal services. By September 30th, Dong Nai had achieved a digitization rate of over 82% for administrative procedure resolution results, an electronic results issuance rate of over 84%, and a rate of exploitation and reuse of digitized results exceeding 54%...

Proposal to simplify 47 administrative procedures at the commune level.

Following the Prime Minister's directive to focus on reducing and simplifying administrative procedures in the construction sector, in October, Mr. Bui Xuan Cuong, Vice Chairman of the People's Committee of Ho Chi Minh City, requested the immediate implementation of a series of measures related to the issuance of construction permits in the city.

"Digitalization" is helping people to deal with administrative procedures in person less and less.

Specifically, the Department of Construction is researching and proposing to simplify procedures for granting and waiving building permits for individual houses in the area, creating favorable conditions for people when carrying out house construction procedures; supporting and guiding the People's Committees of wards and communes to not accept paper applications, only accepting and processing building permit applications electronically, connecting with the network system of the Department of Construction to serve the inspection and supervision of building permit issuance. In addition, the Department of Construction is responsible for guiding on the required documents and the process of receiving and processing building permits for individual houses so that the People's Committees of wards and communes can implement it uniformly throughout the city.

In order to simplify administrative procedures through a digitized shared data system, on October 14th, the People's Committee of Dong Nai province directed the Provincial Police Department, the Department of Justice, the Department of Science and Technology, the Department of Agriculture and Environment, the Department of Finance, the Department of Industry and Trade, the Department of Culture, Sports and Tourism, the Department of Home Affairs, and the Department of Health to propose plans for simplifying administrative procedures in 2025.

This directive stems from the fact that the People's Committee of Phu Ly commune has boldly proposed to the People's Committee of Dong Nai province to consider simplifying administrative procedures for 47 out of 371 procedures in 12 areas under the authority of the commune-level People's Committee. The reason given by the People's Committee of Phu Ly commune is that these administrative procedures have few documents and simple documents, while there is a need to promote the application of information technology and shorten the processing time for the people.

Therefore, the People's Committee of Dong Nai province has assigned relevant departments and agencies to study the proposal of the People's Committee of Phu Ly commune on the plan to simplify administrative procedures, and to advise the Provincial People's Committee on a plan to simplify administrative procedures related to each department and agency.

Specifically, in the field of Justice and Civil Registry, there are four procedures that need further review and simplification: re-registration of birth, re-registration of death, re-registration of marriage, and re-registration of adoption. It is proposed to reduce the processing time for these procedures from 5 days to 3 working days by using the electronic civil registry database for quick verification, minimizing document verification, and shortening processing times for citizens to save working time.

The field of residence registration and management has 6 procedures, including permanent residence registration, permanent residence deregistration, household separation, adjustment of residence information, temporary residence registration, and temporary residence deregistration, with a proposal to reduce the processing time from 7 days and 5 days to 2 days.

In the land sector, two procedures—dispute mediation—have had their processing time reduced from 30 days to 20 days because these procedures are primarily administrative and do not require lengthy processes. For land allocation, land leasing, and land use conversion procedures, in cases where land allocation or leasing is not conducted through auctions or bidding processes for selecting investors to implement land-using projects, the step of providing land data information by the Land Registration Office should be reduced because land database information has already been provided to commune-level authorities for self-search and access.

In the area of ​​household businesses, with 5 procedures including termination of household business; issuance of Certificate of Eligibility for LPG bottle retail stores; issuance of amendments and supplements to retail liquor licenses; re-issuance of retail tobacco product licenses; and issuance of amendments and supplements to retail tobacco product licenses, the local authorities have proposed reducing the processing time for citizens by 3-5 days.

In the field of social vice prevention and control, four procedures have been proposed for reduced processing times. These include procedures for supporting education, vocational training, and initial hardship allowances for victims; announcing voluntary drug rehabilitation centers and public drug rehabilitation centers that meet the criteria to provide voluntary drug rehabilitation services at home and in the community; re-announcing organizations and individuals providing voluntary drug rehabilitation services at home and in the community; and announcing organizations and individuals that meet the criteria to provide voluntary drug rehabilitation services at home and in the community. The proposed reduction in processing time for these procedures is from 10 days to 7 working days.

In addition, a series of administrative procedures in the fields of science and technology; legal education dissemination; culture, sports and tourism; dike management and disaster prevention and control; family; social welfare; and internal affairs industry associations are also proposed to have their processing times significantly reduced for citizens and businesses.

According to the Dong Nai Department of Science and Technology, the province has focused on promoting the provision of online public services (OPS) in both partial and full stages. Currently, the rate of online application submission in the province has reached over 84.5%, but across the province, the participation of citizens and businesses in using OPS remains limited, especially at the grassroots level. Assessments based on the Government's Index 766 show that many communes and wards in the province are still weak in criteria related to OPS and online payments.

Furthermore, Dong Nai has actively implemented plans to digitize records and documents and apply digital signatures in management and administration. Accordingly, 100% of officials and civil servants have been equipped with digital signatures to perform tasks related to receiving, processing, and delivering results of administrative procedures, and to digitize records and results of administrative procedures. At provincial-level agencies, the rate of electronic document exchange and the rate of civil servants using document management software to handle work have reached 100%. The information system for handling administrative procedures meets information security standards, and the information technology infrastructure at the one-stop service centers at all levels has been invested in comprehensively.

In addition, the official email system has 9,425 accounts, and digital signatures have been issued to 4,931 organizations and individuals in state agencies and 250,000 citizens. These results affirm Dong Nai's determination to integrate administrative procedure reform with comprehensive digital transformation, aiming for a modern, transparent administration that puts citizens and businesses at the center.
