The "golden key" to prevention.
On average, Tuyen Quang suffers from many types of natural disasters each year, especially heavy rains, flash floods, landslides, and rockfalls. In the first nine months of 2025, there were 20 dangerous natural disaster events, the most severe being floods. The damage from the recent floods caused by Typhoon No. 10 alone is estimated at around 5,000 billion VND.
Ms. Vu Thi Thu, Director of the Provincial Meteorological and Hydrological Station, stated: In the context of increasingly severe climate change and unpredictable weather patterns, the work of forecasting impacts and warning of natural disaster risks at the Provincial Meteorological and Hydrological Station plays a crucial role in minimizing damage. With government investment, forecasting and warning equipment for natural disasters is constantly being upgraded and modernized; the development of the meteorological and hydrological station network helps to make forecasting impacts and warning of natural disaster risks faster, more effective, and more accurate. Depending on the type of natural disaster, especially typhoons or tropical depressions, the Station can issue forecast and warning bulletins every 3-6 hours on average. During dangerous natural disasters such as the recent floods, the frequency of information will be higher, from 1-2 hours per bulletin, serving the disaster prevention and control efforts of localities and the people. According to Ms. Thu, drawing lessons from the 2024 flood, this year, in addition to cooperating with network operators and mass media channels to provide comprehensive weather reports and flood warnings via phone, television, and radio, the Provincial Meteorological and Hydrological Station has worked with localities to broadcast news on wireless broadcasting systems if there are power outages or loss of phone signal during major floods.
Commenting on the work of forecasting the impact and warning of natural disaster risks, Mr. Nguyen Duc Long, from Tan Quang 9 residential group, Minh Xuan ward, shared that the forecasting work of the Meteorological and Hydrological Station is very accurate, specifically mentioning the situation of storms, rain, sunshine, etc., and their impact on each region. According to Mr. Long, the restoration of wireless broadcasting for flood warnings and flood warnings has been truly effective, helping people like him to stay informed about natural disasters even when there is a power outage or internet connection loss.
Minimize risks
At the September regular meeting, while reviewing the response to Typhoon No. 10 , the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Phan Huy Ngoc, emphasized: Scientific forecasts, no matter how accurate, will be meaningless without proactive acceptance and action from the government, especially the people. The Chairman of the Provincial People's Committee commended the proactive and rapid response of the Party committees, government, and people, noting that despite the typhoon and floods being the largest in history, the lives of the people were ensured at the highest level.
Comrade Bui Chi Thanh, Deputy Head of the Irrigation Sub-Department, said: People in many flood-affected areas have shifted to a proactive response, using forecasts as a "guiding principle" for their actions. This is a positive change in the culture of disaster response. People have proactively monitored warning bulletins through various information channels, instead of relying solely on word-of-mouth announcements. Continuous interaction and information updates help them make timely decisions about moving their assets.
According to Mr. Thanh, proactiveness is not only an individual action but also strongly demonstrated through community spirit. The local flood and storm prevention and control task forces have been strengthened. Currently, each commune and ward has at least one disaster prevention and control task force. This is a crucial link in transmitting forecast information to every household, assisting the elderly and disabled in relocation, and participating in on-site rescue and relief efforts. The "four on-site" principle (command, forces, materials and equipment, logistics) is not just a slogan but has become a practical action, with the community as the core.
Comrade Pham Manh Duyet, Member of the Provincial Party Committee, Director of the Department of Agriculture and Environment - and member of the Provincial Civil Defense Command, affirmed: We cannot prevent floods, but we can absolutely minimize the disaster by strengthening faith in scientific forecasting and building proactiveness and solidarity within the community. Doing this will form a more proactive and stronger "immune system" against the harshness of nature, ensuring a safe and sustainable life.
