Lieutenant Tran Bich Ngoc, a singer (currently a lecturer in the Vocal Music Department at the Military University of Culture and Arts), said that the music project "Party's Will - People's Heart" is an emotionally charged artistic bridge to welcome the 14th National Congress of the Party, and also marks her 10th anniversary of professional activities.
After winning the runner-up title in the classical music category of the 2015 Sao Mai Singing Contest, Tran Bich Ngoc diligently pursued her studies, completing her Master's degree at the Guangxi Academy of Arts (China). Returning to her homeland, she continued to achieve success in her artistic career, recently winning a gold medal at the 2025 National Music Festival. Choosing this time to release her music video demonstrates the singer's maturity in her artistic thinking.

The project "Party's Will - People's Heart" is not only a meticulously produced musical work but also a testament to the prowess of a military vocal instructor. With her powerful soprano voice and masterful technique, Tran Bich Ngoc transformed dry political commentary into a heroic yet deeply narrative musical space. The most striking aspect of the music video is its authenticity. Instead of conventional staged shots, director Nguyen Trung Nam incorporated vivid footage from Phu Thuong ward ( Hanoi ), skillfully integrating images of officials and citizens working, meeting, and engaging in community activities. This creates a relatable artistic space, bridging the gap between political commentary and the public.
The music video also marks an impressive reunion between singer Tran Bich Ngoc and music director, composer, and singer Hoang Hong Ngoc (currently working at the Army Music and Dance Theatre). As close friends since their time together in the "Green Leaves" group, their mutual understanding after 15 years of working together has helped them create a musical product with depth. “After writing ‘The Party’s Call to Arms’ for the previous Party Congress, I always cherished the desire to write another new song to welcome the 14th Party Congress with the theme of the nation’s resurgence, to continue the emotional thread. Initially, I was quite worried about how to surpass the shadow of the previous work, given the same political theme. When singer Tran Bich Ngoc expressed her intention to create a product commemorating 10 years of pursuing professional art, I guided her to create a song with this theme. Through this, I hoped to both help Bich Ngoc refresh her performance style and demonstrate that songs about the Party always have many diverse ways of expression,” shared musician and singer Hoang Hong Ngoc.
The project was created in two versions by the artists: a duet music video, harmoniously combining Tran Bich Ngoc and Hoang Hong Ngoc; and a solo audio version with an elegant symphonic arrangement, honoring Tran Bich Ngoc's classical singing voice.
Expressing his emotion after enjoying the work "Party's Will - People's Heart," Colonel, Doctor, People's Artist Nguyen Xuan Bac, Vice Rector of the Military University of Culture and Arts, said: "Creating art on the theme of the Party is always a great challenge. The feelings for the Party are deep, but transforming them into lyrics and melodies that can touch the emotions of the general public is not simple at all. However, the work of Tran Bich Ngoc and her team has high popular appeal, expressing the voice of the artist, and at the same time the voice of the people. This is a work that deserves great appreciation at a time when the whole country is celebrating the 14th National Congress of the Party."
