
Officers and soldiers of the Fire Prevention and Rescue Police Department of the Provincial Police instructed workers of Tu Thanh Co., Ltd. on how to use on-site water sources to extinguish the fire.
Following the directives of the Ministry of Public Security and the guidance of the Fire Prevention and Rescue Police Department, the Provincial Police advised the Provincial People's Committee to issue directives and implement measures to address traffic and water sources for firefighting and rescue operations.
Following the officers and soldiers of the Fire Prevention and Rescue Police Department (PC07) of the Provincial Police as they inspected water sources for firefighting in several industrial zones, residential areas, and new urban areas of the province, it was easy to see the fire hydrants installed on sidewalks with their prominent red paint, making them easily visible. Officers and soldiers from PC07 visited Tu Thanh Co., Ltd. in Dinh Huong Industrial Zone - Tay Bac Ga to provide training and guidance to the company's firefighting team. Here, the fire prevention and rescue force focused on checking documents and conducting on-site inspections of relevant aspects such as design approval certificates, regulations, on-site firefighting plans, electrical systems and electricity consumption; initial firefighting equipment and facilities, water sources, water pumps, water tanks, pathways, and escape routes. At the same time, the company's on-site fire fighting force received basic legal training on fire prevention and rescue, and emergency response skills such as using foam extinguishers, hoses, and operating on-site fire fighting equipment.
A representative from Tu Thanh Co., Ltd., located in Dinh Huong Industrial Park - Northwest Ga, stated: “Our company always emphasizes the role and responsibility of the leader in directing and self-inspecting the regulations on fire prevention and control regarding personnel, equipment, machinery, vehicles, water tanks, water sources, and hydrants within the company, ensuring they are always ready to handle any incidents; we regularly train the on-site fire fighting team, ensuring they meet the basic professional requirements for handling initial situations.”
According to the assessment of the Fire Prevention and Control Department (PC07), in urban areas and newly developed residential areas, the water supply and hydrants for firefighting are basically ensured because they were designed and installed right from the project approval stage; and were inspected before being put into use. Currently, the province has 14,909 firefighting water supply systems, including 8,838 hydrants, 5,952 natural water sources, and 5,119 basic water tanks. Therefore, when fires occur in these areas, the firefighting and rescue forces face virtually no difficulties in accessing water for firefighting. To meet the practical requirements of firefighting work throughout the province, the Provincial Police Department, in coordination with the Department of Construction, advised the Provincial People's Committee to issue Decision No. 33/2026/QD-UBND dated April 29, 2026, regulating the renovation and upgrading of urban areas that do not ensure adequate transportation infrastructure or water sources for firefighting as prescribed by law and technical standards in fire prevention and firefighting activities in Thanh Hoa province. Accordingly, the Provincial Police Department, in coordination with the Department of Construction, organized guidance on the implementation of this decision in accordance with current State regulations; and, in collaboration with the People's Committees of communes and wards and relevant units, organized inspections, reviews, and statistics on urban areas that do not ensure adequate water sources for firefighting as prescribed.
To implement the above decision, the PC07 Department issued official documents requesting police units under the Provincial Police to conduct surveys and thoroughly understand the traffic situation and water sources for fire prevention and rescue in their assigned areas; to advise and propose to the People's Committees of communes and wards to coordinate with relevant departments and agencies to supplement and build wharves, water intake points, and water collection pits for fire trucks at ponds, lakes, rivers, and streams; to renovate, upgrade, and expand degraded roads that do not meet width requirements; and to demolish platforms, barriers, canopies, and awnings for fire trucks and rescue vehicles. They also intensified guidance, inspection, and supervision of all levels, sectors, and local establishments in implementing State standards and regulations on fire fighting water supply and ensuring traffic for fire prevention and rescue work; and to strictly handle violations.
Furthermore, continue to improve the effectiveness of state management in fire prevention and control; review and assess the current state of water sources for firefighting throughout the province, focusing on densely populated residential areas, urban areas, industrial parks, and industrial clusters. Promptly identify and guide solutions and measures to address shortcomings and inadequacies in water sources for firefighting. Conduct extensive public awareness campaigns targeting state management agencies, heads of agencies, businesses, residential areas, and neighborhood groups to enhance the self-awareness of organizations, individuals, and communities in participating in addressing water sources for firefighting.
