• Reporter: Comrade, what goals has Ba Don ward set when implementing this policy?
- Comrade Tran Thanh Hung: Ba Don Ward was established by rearranging the existing structure of four administrative units, including the former Ba Don Ward, Quang Phong Ward, Quang Long Ward, and Quang Hai Commune. Currently, the ward has 26 neighborhoods and residential groups with over 28,600 inhabitants.
Through practical review, the majority of neighborhoods and residential areas have not met the standards regarding the number of households as stipulated. In addition, the need to reform the organizational structure, improve the effectiveness and efficiency of the political system at the grassroots level, and the demands of digital transformation in the new context necessitate the reorganization of residential areas in a more streamlined and scientific manner.
However, the goal of this restructuring is not simply to reduce the number of administrative units. More importantly, it aims to build neighborhood units of appropriate size, improve the quality of operation of the political system at the grassroots level, facilitate state management, organize mass movements, and better serve the people.

• PV: During the process of developing the relocation plan, what factors did Ba Don ward consider to ensure its feasibility and suitability to the local reality?
- Comrade Tran Thanh Hung: We recognize this as a major policy that directly impacts people's lives, so every step of implementation must be carried out with utmost caution and thoroughness. In addition to the criteria regarding population and number of households as stipulated, the locality also carefully studies factors such as natural area, geographical location, transportation system, historical and cultural traditions, customs, community relations, and the long-term development orientation of each area.
Our view is that the reorganization should not be carried out mechanically, but rather should ensure the preservation of the community cohesion that has been formed over many years. The proposed neighborhoods and residential areas are geographically adjacent and share many similarities in culture and socio-economic development conditions.
According to the proposed plan, Ba Don ward will reorganize its 26 existing neighborhoods and residential groups into 9 new residential groups. Specifically, the old Ba Don ward area will be reduced from 6 neighborhoods to 4 residential groups; Quang Phong from 10 residential groups to 2; Quang Long from 4 to 2; and Quang Hai from 6 to 1. After the reorganization, all new residential groups will meet the required standards.

• Reporter: The reorganization of residential areas always receives much attention from local officials and residents. What has the locality done, and what will it do, to create consensus during the implementation process?
- Comrade Tran Thanh Hung: We believe that the consensus of the people is the decisive factor for the success of the project.
Right from the planning stage, the People's Committee of the ward reported to the Party Committee and organized a consultation meeting of the expanded Party Committee Executive Board with the participation of Party branch secretaries, group leaders, and heads of the Fatherland Front working committees of the neighborhoods and residential groups in the area. Through discussion, the delegates basically agreed with the plan and also contributed many valuable suggestions to further refine the proposal.
The People's Committee of the ward has assigned the Department of Culture and Social Affairs to coordinate with the ward police to review voter data for the purpose of gathering public opinion in accordance with regulations. In addition, propaganda efforts will continue to be intensified to ensure that people understand the purpose, significance, and necessity of the reorganization.
The consistent viewpoint of the local authorities is that every step of implementation must ensure openness, democracy, and transparency; and that the opinions of the people must be fully listened to and incorporated before making any decisions.
• Interviewer: What are your expectations after completing the reorganization of residential areas in the district?
- Comrade Tran Thanh Hung: My primary expectation is to establish new residential areas of appropriate scale, operating more effectively and better meeting the management and service requirements of the people in the new phase. In addition, the reorganization will also create conditions for strengthening the grassroots cadre by selecting individuals who are truly capable, reputable, responsible, and dedicated to the community. This is also a common desire of many grassroots cadres and citizens that we have noted during the development of the project.
I believe that with the leadership of the Party Committee, the involvement of the entire political system, and especially the consensus of the people, the reorganization of residential areas in Ba Don ward will be implemented smoothly, creating a foundation for faster and more sustainable local development in the future.
