
Mong Cai 2 Ward was established by merging the former Ka Long, Ninh Duong, and Van Ninh wards of Mong Cai City. Its large geographical area and uneven population distribution have created significant disparities in access to clean water between different areas. According to statistics, by the end of 2025, approximately 64% of households in the ward will have access to centralized clean water. The former Ka Long and Van Ninh areas have very high rates, exceeding 93% and 95% respectively. However, in the former Ninh Duong area, the percentage of households using clean water is only about 25%. This is a major bottleneck in achieving the goal of improving the quality of life for the people.
The main reasons are that the water supply pipeline network has not yet covered many residential areas; some resettlement areas have not completed their technical infrastructure or have not yet handed over the water supply system for operation. In addition, many households still maintain the habit of using drilled or dug wells, and have not fully understood the benefits of using centralized clean water for health and the environment. According to a local survey, the entire ward currently has over 6,300 households, while only over 4,200 households use clean water.
Given this situation, Mong Cai 2 ward has identified the development of water supply infrastructure and increasing the percentage of households using clean water as one of its key priorities. According to the plan, the ward aims to have at least 80% of households using centralized clean water by the end of 2026, exceeding the provincial target (75%); and simultaneously aims for 100% of residential areas with water supply infrastructure to have access to clean water.
To achieve this goal, the People's Committee of the ward has closely coordinated with the Mong Cai Waterworks (Quang Ninh Clean Water Joint Stock Company) to conduct surveys and review water usage needs in each residential area; and compiled a list of pipelines requiring new investment, expansion, or upgrading. According to the plan, in 2026, approximately 16.5km of water supply pipelines will be installed with a total estimated cost of over 4.5 billion VND, focusing on areas with low connection rates, such as Hong Phong, Thuong Trung, Ha Long, Thac Han, Hong Ky, Zone 4, and Zone 5.

Alongside infrastructure investment, special attention is paid to public awareness campaigns. Neighborhoods, residential groups, the Fatherland Front, and other organizations regularly hold public meetings and disseminate information through local radio broadcasts and social media groups to help people understand the benefits of using clean water for health, environmental hygiene, and quality of life. The ward also requires officials, Party members, and civil servants to set a good example in using clean water, creating a ripple effect within the community.
The Mong Cai Waterworks is striving to improve the quality of water supply services, assigning staff to directly receive connection registrations, conduct surveys, and carry out construction in each residential cluster. The unit prioritizes expanding the network to areas with infrastructure difficulties, while regularly inspecting and resolving technical issues to ensure a stable and safe water supply for the people's daily lives.
Thanks to the synchronized implementation of various solutions, since the beginning of the year, more than 400 households in the ward have registered and connected to the centralized water supply system. Many residential areas that previously relied mainly on well water have now switched to using clean water, contributing to improved quality of life, reduced risk of water pollution, and protection of public health.

We are determined to complete and strive to exceed the target for 2026, gradually improving the quality of life for the people in the area.”
