Given the projected continued increase in electricity demand, and the complex, extreme, and unpredictable weather and natural disasters, ensuring sufficient electricity supply for socio- economic development, national defense, security, and people's lives in 2026 is a crucial task. This is especially important as it marks the first year of implementing the Resolution of the 14th National Congress of the Party and the resolutions of Party congresses at all levels, as well as the 5-year socio-economic development plan for 2026-2030.
According to Resolution No. 244/2025/QH15 on the Socio-Economic Development Plan for 2026, the National Assembly assigns the Government to manage and develop the socio-economic sector, striving for a GDP growth rate of 10% or higher; GDP per capita reaching US$5,400-5,500; the proportion of manufacturing industry in GDP reaching approximately 24.96%; and an average consumer price index (CPI) increase of approximately 4.5%...

Ahead of a crucial period of national development, and specifically to ensure the effective implementation of economic growth targets and tasks for 2026, the Prime Minister signed Directive No. 01/CT-TTg dated January 18, 2026, on tasks and solutions to ensure sufficient electricity supply for production, business, and people's lives during peak periods in 2026 and the 2027-2030 period. The directive emphasizes that relevant ministries, sectors, and localities should proactively implement solutions from an early stage and in advance, ensuring that there will be absolutely no electricity shortages under any circumstances.
The Prime Minister requested a focus on ensuring sufficient electricity supply to serve socio-economic development during the 2026-2030 period, guaranteeing national energy security in the new era, the era of digital transformation and high-tech development – the era of national progress. This is a particularly important political requirement and task. Based on this, the highest level of responsibility must be demonstrated, mobilizing the entire political system and concentrating all resources to accelerate and expedite the completion of power generation and transmission projects; absolutely no projects should be stalled or delayed due to slow processing of administrative procedures by ministries, agencies, and localities. The institutional framework and policies should continue to be improved to promote and resolve difficulties and obstacles in the development of power generation and grid projects, ensuring synchronicity, consistency, and feasibility. The Chairman of the Provincial People's Committee is fully responsible to the Government and the Prime Minister within the scope of their assigned functions and duties related to the development of the power sector in the locality.
We are confident that, with the close and decisive direction of the Government and the Prime Minister, along with the involvement of ministries, sectors, and localities, ensuring absolutely no electricity shortages in 2026 will be strictly and effectively implemented, thereby contributing to the economic development of the country, as well as localities, including Quang Ninh province.
