
In 2026, the province's petroleum consumption is projected to be approximately 1.25 million m³, of which the coal industry will use about 362,000 m³, the electricity industry about 29,000 m³, and land leveling activities about 224,000 m³. From March 1st to March 21st, 2026, the amount of imported petroleum is 167,218 tons, valued at US$173.7 million, with taxes totaling VND 424.21 billion, representing a 12% increase (17,830 tons) in volume and an 83% increase (US$78.8 million) in value.
In response to fluctuating fuel prices, wholesale traders, distributors, and retail outlets in the province have proactively developed plans to ensure supply and maintain continuous sales operations. Simultaneously, they have increased inventory, closely coordinated with suppliers to promptly replenish supplies when needed, and ensured that the needs of residents and businesses are met.
Petrolimex Quang Ninh Co., Ltd. is one of the largest petroleum distribution units in Quang Ninh province and some neighboring areas, with 53 directly owned retail outlets and 15 authorized retail dealers within its system in Quang Ninh province. Observations at this unit show that petroleum supply operations are stable, ensuring distribution to retail outlets throughout the province.

In March 2026, the company registered a domestic order with the Vietnam National Petroleum Group for 54,550 m³ of various petroleum products, a 15% increase compared to the average consumption volume in the same period of 2025 and a 34% increase compared to the consumption volume in February 2026. Given market fluctuations, to ensure uninterrupted and stable supply within the Petrolimex system and to prevent speculation and profiteering, the company proactively developed a plan for allocating goods based on the Vietnam National Petroleum Group's sourcing plan, ensuring a balance between import sources and consumption needs in the province. In the future, the company will continue to rationally allocate goods to its retail outlets and customers, preventing any disruptions to sales. We will continue to work closely with customers to identify actual needs, conduct inventory checks and controls, and report to the Group to supplement additional production, contributing to market stability and ensuring production and business operations.
Currently, Quang Ninh province has the B12 oil and gas port capable of receiving ships with a tonnage of up to 40,000 DWT; and 5 oil and gas depots with a total capacity of approximately 336,950 m³, including: Bai Chay oil and gas depot (90,000 m³), K130 oil and gas depot (162,000 m³) belonging to Petrolimex Quang Ninh Co., Ltd.; Cai Lan oil and gas depot (20,000 m³) of Cai Lan Petroleum and Gas Joint Stock Company; Mong Duong general depot (60,000 m³) of Petro Binh Minh Co., Ltd.; and Km6 - Quang Hanh oil and gas depot (4,950 m³) of Dong Bac Shipbuilding Industry Joint Stock Company. The retail oil and gas distribution system in the province currently has 180 gas stations, including 141 on land and 39 on water.
To ensure a stable supply of petroleum products, following the direction of the Provincial People's Committee, an inter-agency working group led by the Department of Industry and Trade has developed a work plan for petroleum distributors in the province from March 17-28, 2026. The work will focus on business infrastructure, supply chain management, sourcing, and ensuring distribution to retail outlets. This will allow for the timely identification of difficulties and obstacles, while also requiring units to strictly comply with regulations and ensure a stable supply to the market.

To ensure the stability of the petroleum market and prevent legal violations in business practices amidst the escalating price of gasoline, the Provincial Market Management Department established a specialized inspection team to examine gasoline retail outlets in the province. The inspection covered 17 outlets, equivalent to 10% of the total number of operating outlets. The focus was on checking business registration, operating conditions, gasoline purchase and sale contracts regarding origin and source, procedures for listing and adjusting retail prices, monitoring market conditions, tracking supply, and investigating hoarding, unexplained sales, and price gouging.
Mr. Tran Son, Deputy Head of the Market Management Department, said: From the beginning of March until now, the specialized inspection team has conducted inspections and coordinated propaganda to gasoline stations to strictly comply with the law. Inspections have shown that gasoline business activities in the area are basically stable, with stations strictly complying with the law, and no instances of speculation or hoarding have been detected. In the coming time, the Market Management force will continue to closely monitor, especially during price adjustments; increase sampling for quality testing when there are suspicious signs and strictly handle violations if detected.

Previously, the Department of Industry and Trade directed petroleum businesses in the area to proactively monitor and forecast market developments; develop plans to ensure the supply of petroleum products for production, business, and people's consumption; require businesses to strictly comply with legal regulations in petroleum business operations, preventing hoarding, creating shortages, stopping sales without justifiable reasons, or selling at prices different from the listed price; publicize a hotline to handle information on petroleum supply; direct market management forces to strengthen management in their areas, sign commitments with gas stations regarding petroleum business operations; regularly inspect and supervise the operations of retail gasoline stations, promptly detect and handle violations, contributing to ensuring the stability of the province's petroleum market.
The Department of Industry and Trade also advises people and businesses in the province to use gasoline and diesel fuel economically and efficiently, and to strictly comply with regulations in business, distribution, and consumption activities. The proactive and responsible actions of each organization and individual will not only help ensure the supply for essential needs of the economy, but also support functional agencies in managing and regulating the gasoline and diesel market in the province. This will contribute to maintaining smooth and stable production and business operations, improving people's lives, and strengthening the province's energy security.
