Comrade Tran Hong Ha, Member of the Central Committee of the Party, Deputy Prime Minister, chaired the conference at the central headquarters.

According to the draft Decree on rice-growing land, comprising 5 chapters and 25 articles, specific and detailed regulations are provided regarding rice-growing land. Accordingly, rice-growing land is land with suitable conditions for rice cultivation, including land specifically for rice cultivation (growing two rice crops) and other rice-growing land (growing one rice crop). The draft also clearly stipulates the conditions and plans for restructuring crop and livestock production on rice-growing land, to be approved annually; the procedures and authority for restructuring crop and livestock production on rice-growing land; and the principle that the conversion of rice-growing land to other uses must not compromise the conditions suitable for rice cultivation again…

Comrade Nguyen The Giang, Vice Chairman of the Provincial People's Committee, along with leaders of departments, agencies, and the People's Committees of districts and cities, attended the meeting at the Tuyen Quang location.

At the conference, delegates focused on discussing and clarifying the terminology regarding land specifically used for rice cultivation and remaining rice-growing land; mechanisms and policies for protecting rice land; criteria, areas, and subjects eligible for converting rice land to other uses; and the planning, surveying, and management of rice land use.

The delegates also contributed ideas to improve the draft Decree, ensuring its suitability, consistency, and uniformity with other relevant laws and legal documents.

Speaking at the conference, Deputy Prime Minister Tran Hong Ha emphasized that the highest goal is to protect rice land, ensuring the safety of rice land is crucial for sustainable food security and environmental protection.

Therefore, based on the contributions of the delegates, the Deputy Prime Minister requested the Ministry of Natural Resources and Environment and the Ministry of Agriculture and Rural Development to continue coordinating with ministries, sectors, and localities to clarify the theoretical basis, practical aspects, and feasibility of implementing the provisions of the Decree. At the same time, they should review and clarify the scope of the Decree, ensuring the enforceability of the Law when it comes into effect.

The Deputy Prime Minister requested the two ministries to continue researching and gathering opinions from experts and contributions from delegates at the conference to finalize the draft for submission to the Government for consideration and promulgation of the Decree in accordance with the proper procedures and legal regulations.
