Risk of traffic accidents
Observations on National Highway 27B on the morning of May 8th showed dozens of large vehicles rumbling back and forth in just two minutes. Trucks and container vehicles were entering National Highway 27B from National Highway 1 to turn onto the Cam Lam - Vinh Hao expressway; large trucks carrying vegetables and fruits were traveling from Ninh Thuan and Lam Dong towards National Highway 1; not to mention the large number of passenger buses and cars constantly moving along. Despite the narrow road, these large vehicles continued to accelerate and speed along this route, regardless of the fact that it is a densely populated residential area with many students passing by.

Local residents still haven't forgotten the traffic accident that occurred at 10:00 AM on January 16th at the intersection of National Highway 1 and National Highway 27B in Hoa Diem village (Cam Thinh Dong commune). At that time, a truck with license plate 79C-067... driven by Mr. NHP (residing in Phan Rang - Thap Cham city) collided with a woman riding a motorbike in the same direction while turning from National Highway 1 onto National Highway 27B, killing her instantly. Authorities determined the driver was at fault for failing to observe traffic when changing lanes. "National Highway 27B used to be quiet, but now trucks and container vehicles are speeding recklessly, making so much noise that I, who sell coffee by the roadside, am constantly startled," shared Ms. Huynh Thi Hoa (whose house is near National Highway 27B in Hoa Diem village). Ms. Nguyen Thi Kim Thanh, who lives in the same village, expressed her concern: "I don't dare let my child go to school by bicycle. Sometimes, two large vehicles overtake each other, honking loudly, startling other road users and causing them to lose control of their bikes…"
The leader of the Road Traffic Police Team (Traffic Police Department of the Provincial Police) stated that since the dissolution of the district police, traffic control on this road has been handled by the Cam Ranh Area Traffic Police Team. From March to the present, the team has handled 24 violations, including 18 cases of speeding and 3 cases of illegal lane changes. According to an officer from the Cam Ranh Area Traffic Police Team, because the section of road from the highway overpass to National Highway 1 has many intersections, there is no maximum speed limit regulation; while the section from the highway overpass towards Ninh Thuan province has a maximum speed limit of 50 km/h. Traffic police officers install speed limit signs, but at night, drivers break them or spray-paint the numbers off. This section of road does not have cameras for issuing fines, and the team only has 5 people responsible for the entire area; despite continuous patrols, they cannot monitor everything.
Proposal to upgrade the road
After the Nha Trang - Cam Lam and Cam Lam - Vinh Hao expressways became operational, the Provincial People's Committee sent a document to the Ministry of Transport (now the Ministry of Construction ) requesting investment in expanding National Highway 27B from the intersection with National Highway 1 to the Nha Trang - Cam Lam expressway access branch. This section is currently 1.2 km long, approximately 6 meters wide, with only two lanes, and was not included in the initial expansion design of the expressway project. The scale, number of lanes, and width of the current National Highway 27B cannot meet the traffic needs connecting National Highway 1 to the expressway, causing traffic congestion during peak hours and posing a high risk of traffic accidents. Therefore, the increased traffic volume after the expressway opened has frequently caused congestion on National Highway 27B, creating a significant risk of accidents. Expanding to four lanes is necessary to ensure traffic safety and seamless connectivity between National Highway 1 and the expressway, serving socio-economic development.

The traffic congestion on National Highway 27B has also been a topic of discussion among voters, as compiled by the Provincial National Assembly Delegation and submitted to central government agencies. Recently, the Ministry of Construction responded to the voters' requests, agreeing in principle to the expansion of the route and stating that National Highway 27B will be managed by the province under the new Road Law. However, due to funding difficulties, significant investment cannot be allocated during the 2021-2025 period. Initially, the Ministry of Construction has assigned the Vietnam Road Administration to allocate over 6 billion VND for maintenance and repair of the route in 2023-2024; an additional 7 billion VND is planned for 2025. The expansion of the entire route may be considered in the investment plan for the 2026-2030 period if the locality can proactively balance the necessary funds.

According to Mr. Nguyen Hoat, Vice Chairman of the Cam Ranh City People's Committee, the city has repeatedly requested the expansion of this road but the issue remains unresolved. Meanwhile, the encroachment of sidewalks by vendors and the indiscriminate parking of vehicles along the route, particularly the section passing through Hoa Diem village, further increase the risk of accidents. The city has directed Cam Thinh Dong commune to handle violations of traffic safety regulations and has requested the Provincial Police to increase patrols and strictly handle speed and weight limit violations on this road.
