Mr. Nguyen Thai Binh answered questions from the press related to the issue of the illegal Ma Pi Leng Panorama project on Ma Pi Leng Pass (Meo Vac, Ha Giang) at the third quarter regular press conference of the Ministry of Culture and Sports. Accordingly, the building built on Ma Pi Leng Pass is outside the protected area II of Ma Pi Leng National Scenic Spot in Pai Lung, Pa Vi, Xin Cai communes, Meo Vac district, Ha Giang province. .
According to Article 32 of the Heritage Law, the construction of works specified in this area must not affect the original elements constituting the monument, the natural landscape and the environment - ecology of the monument.
However, the construction of works to protect and promote the value of relics in protection area II for provincial-level relics must be approved in writing by the Chairman of the Provincial People's Committee, for national relics and Special national monuments must be approved in writing by the Minister of Culture, Sports and Tourism.
Regarding the Panorama Ma Pi Leng project, Mr. Nguyen Thai Binh also said that the investor intentionally violated the law. Because Ha Giang also has written recommendations on materials and project design suitable to the landscape. The representative of the Ministry stated that although the project is intended to encourage and promote tourism development, it does not comply with legal regulations and the Ministry of Culture, Sports and Tourism does not support it. "We must have the best measures and forms to protect the national scenic spot of Ma Pi Leng," Mr. Binh said.
Illegal construction on Ma Pi Leng
Mr. Nguyen Thai Binh said that currently, the Ministry of Culture, Sports and Tourism has not received any documents from Ha Giang province requesting appraisal opinions on the construction project at Ma Pi Leng Pass.
"If located outside of Region II, this project is subject to the law on construction, other relevant legal regulations and the authority and responsibility of Ha Giang province," Mr. Binh stated.
Mr. Ha Van Sieu, Deputy Director General of the General Department of Tourism (Ministry of Culture, Sports and Tourism) also affirmed: We see that for projects serving tourists on the roads, if they meet the needs of tourists for Tourist attractions, stops and other services are considered tourist service facilities. However, construction works, regardless of location, must comply with the law on order and law.
