Since 2024, the Lam Thao Commune Farmers' Association, in coordination with the Provincial Farmers' Support Fund, has implemented a loan project providing 400 million VND to 8 households to develop models for growing safe vegetables, herbs, and green onions. This model is suitable for the local soil, climate, and market demand, opening up a sustainable path for the people.
The family of Ms. Vu Thi Ngoc Dung in Phuong Lai area is one of the exemplary households. Previously, their small-scale production and lack of capital resulted in unstable income. After accessing the Farmers' Support Fund, her family invested in high-quality seeds, irrigation systems, expanded their cultivated area, and adopted safe production practices. As a result, productivity increased significantly, income reached over 150 million VND per year, and their lives became more stable. Beyond economic benefits, the model also contributes to changing farmers' production mindset towards safe and sustainable practices; reducing the use of pesticides, improving product quality, and protecting the environment. Based on its practical effectiveness, the model is gradually being replicated.

Representatives of the Provincial Farmers' Association handed over funds from the Farmers' Support Fund to the Farmers' Association of Vinh Hung commune and the loan recipients.
In mid-April 2026, the Farmers' Association of Vinh Hung commune continued to implement a project on raising egg-laying chickens using funds from the Provincial Farmers' Support Fund, with 12 participating households, a total capital of 600 million VND, and a loan term of 24 months. Immediately after receiving the funds, the households proactively invested in chicken coops, breeding stock, and applied biosafety farming practices. The proactiveness and determination of the members not only helped improve production efficiency but also gradually formed cooperative models, creating jobs and increasing income for the people.
In practice, the role of Farmers' Associations at all levels is crucial in ensuring that capital reaches the right recipients and is used effectively. Associations at all levels proactively survey needs, select suitable models, guide the development of production plans, and strengthen inspection and supervision of capital utilization. Alongside this, training and technology transfer are intensified, helping members improve their knowledge and gradually master production.
During the 2021-2025 period, the Provincial Farmers' Association implemented a comprehensive set of solutions to improve the effectiveness of the Farmers' Support Fund. These included advising on budget allocation, promoting the socialization of capital sources, and merging district-level funds with provincial-level funds to ensure unified management. Simultaneously, the Association refined management regulations and procedures; strengthened inspection and supervision from appraisal and disbursement to capital recovery; and focused on staff training and the application of information technology in financial management. As a result, by 2025, the total capital of the Farmers' Support Fund throughout the province reached over 191 billion VND, an increase of more than 82 billion VND compared to the beginning of the period.
Over the past five years, the Fund has disbursed funds to nearly 8,000 households through more than 500 projects. In the first quarter of 2026 alone, the Fund appraised 64 projects and disbursed funds to 44 projects, totaling VND 21.2 billion, to 400 households for production development. The capital was focused on crop cultivation, livestock farming, aquaculture, and value chain production, contributing to job creation, income improvement, and promoting the shift in the agricultural economic structure towards commodity production.

Thanks to the Farmers' Support Fund, people in Lam Thao commune have invested in greenhouses, improving product quality and increasing income from vegetable farming.
Despite positive results, the Farmers' Support Fund still faces some difficulties, such as: obstacles in implementing regulations on organizational structure; insufficient resources to meet the increasing demand for loans; risks from weather and epidemics affecting the effectiveness of some projects; and inconsistent training and inspection at some facilities.
In response to practical demands, the Provincial Farmers' Association has determined to continue promoting solutions to improve the effectiveness of the Farmers' Support Fund. The focus is on strengthening resource mobilization to expand capital scale; improving the quality of project appraisal and selection; promoting the application of science and technology; and strengthening inspection and supervision to ensure the safety of capital.
