On the morning of August 22nd, under the chairmanship of National Assembly Chairman Tran Thanh Man and the Vice Chairmen of the National Assembly, the Standing Committee of the National Assembly continued to hold a question-and-answer session on the implementation of resolutions of the Standing Committee of the National Assembly and concluded the question-and-answer session.

Attending the meeting at the Thanh Hoa Provincial Delegation of National Assembly Deputies' location were: Mr. Mai Van Hai, Provincial Party Committee member, Deputy Head of the Provincial Delegation of National Assembly Deputies; Mr. Dau Thanh Tung, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee; National Assembly Deputies from Thanh Hoa province currently working in the locality; representatives of the Provincial Fatherland Front Committee and a number of relevant provincial departments and agencies.

During the question-and-answer session, National Assembly deputies asked numerous questions requesting information on the rate of attracting outstanding students at the central and local levels; the roadmap for improving the institutional framework for administrative litigation; solutions to ensure that officials, civil servants, and non-specialized workers at the commune level receive full benefits upon termination due to the reorganization of commune-level administrative units; resolving obstacles in valuation in criminal proceedings; the government 's responsibility in continuously amending laws; solutions to overcome difficulties in forensic examination; and the reasons for the limited quality of appeals.

For the questions related to this area, the individuals directly answering the questions were the Chief Justice of the Supreme People's Court Nguyen Hoa Binh, the Prosecutor General of the Supreme People's Procuracy Le Minh Tri, the Minister of Public Security Luong Tam Quang, the Minister of Home Affairs Pham Thi Thanh Tra, the Inspector General of the Government Doan Hong Phong, and the Deputy Prime Minister and Minister of Justice Le Thanh Long.

Concluding the question-and-answer session on the second group of areas, Vice Chairman of the National Assembly Nguyen Khac Dinh stated that a total of 39 National Assembly deputies spoke on this group, including 36 deputies who asked questions and 3 deputies who participated in debates.
The Vice Chairman of the National Assembly stated that, overall, the questioning session was lively, democratic, and frank, conducted with a constructive spirit and high sense of responsibility. The National Assembly deputies, drawing on their practical experience, closely followed the questioning topics, asking very specific, concise, and clear questions, focusing on issues related to the implementation of the resolutions being questioned and seeking better solutions to address difficulties and shortcomings in the future; and further enhancing the functions, tasks, and effectiveness of ministries and agencies.

Ministers, Government members, and heads of agencies, with a high sense of responsibility and a firm grasp of the current situation in their respective sectors, provided clear and focused answers to delegates' questions, specifically explaining issues of concern and debate. Ministers and heads of agencies also seriously acknowledged existing shortcomings, limitations, and emerging problems that require research and resolution; and proposed solutions to improve the effectiveness and efficiency of the Government, ministries, and agencies in the future.

Next, Deputy Prime Minister and Minister of Justice Le Thanh Long spoke to further clarify some issues related to the Government's responsibilities regarding the contents of the question-and-answer session.
The Deputy Prime Minister expressed his sincere gratitude to the National Assembly deputies for their general agreement and for contributing many heartfelt and responsible opinions on the Government's reports regarding the implementation of the National Assembly Standing Committee's resolutions on specialized supervision and questioning. Most opinions highly appreciated the decisive involvement of the entire political system, the support of the National Assembly, and the efforts of the Government, all levels, sectors, and localities in directing and managing, achieving important and fairly comprehensive results amidst numerous difficulties and challenges in the world and domestically.

The Deputy Prime Minister stated that the achievements have contributed to strengthening the people's trust in the Party and the State, and enhancing Vietnam's prestige and position in the international arena. The socio-economic situation in the first seven months of 2024 continued to show positive development trends, with macroeconomic stability, controlled inflation, ensured major balances, economic growth in the first six months reaching 6.42%, exports continuing to increase significantly, a large trade surplus, strong state budget revenue growth, and continued improvement in the state's financial and budgetary situation.

Besides the achievements, many National Assembly deputies, with a high sense of responsibility, frankly pointed out limitations and shortcomings, contributing and suggesting important, feasible, and practical directions and solutions to the Government, ministries, and localities in various fields. On August 21st and the morning of August 22nd, nine members of the Government participated in explaining and answering questions from National Assembly deputies.
The Deputy Prime Minister also provided additional information on several related issues in the fields of industry and trade; agriculture and rural development; culture, sports and tourism; justice; internal affairs; security, order and social safety; inspection; courts; and prosecution.

The Deputy Prime Minister emphasized that, in the past period, the Government and the Prime Minister have focused on directing ministries, sectors, and localities to seriously implement the Resolutions of the National Assembly Standing Committee on specialized supervision and questioning, achieving many positive results and contributing to the effective implementation of the goals and tasks of economic and social development, and ensuring national defense and security. Many tasks have been completed, creating positive changes in various fields, and some tasks of a regular and long-term nature are being implemented decisively. However, some tasks are being implemented slowly and have not met the set requirements, requiring continued direction to complete them, as pointed out by National Assembly deputies in the questioning session. Responding to the opinions of the National Assembly Standing Committee and National Assembly deputies, the Government and the Prime Minister will continue to focus on directing ministries, sectors, and localities to make greater and more decisive efforts in implementing the Resolutions of the National Assembly Standing Committee on specialized supervision and questioning.
The Government respectfully requests and hopes to continue receiving the attention, support, and supervision of the National Assembly, the Vietnam Fatherland Front, political and social organizations, associations, National Assembly deputies, and the people and voters nationwide, in order to strive to achieve the highest possible results in fulfilling the goals, tasks, and plans for 2024, contributing to the successful implementation of the socio-economic development plan for the 5-year period 2021-2025 according to the Resolution of the 13th National Congress of the Party and the Resolutions of the National Assembly.

In his closing remarks at the question-and-answer session, National Assembly Chairman Tran Thanh Man stated that after 1.5 days of serious and lively work, with a constructive spirit and high sense of responsibility, the entire content and program of the question-and-answer session at the 36th meeting of the National Assembly Standing Committee had been completed.
There were 75 instances of National Assembly deputies speaking, including 66 instances of questioning and 9 instances of debate; 11 deputies had registered but were unable to speak due to time constraints. The Speaker of the National Assembly requested that these deputies submit their questions through the Secretary General of the National Assembly to be forwarded to members of the Government and heads of ministries for written responses as per regulations.

The National Assembly deputies demonstrated a high level of responsibility, carefully studying the reports, asking concise, clear, focused questions that went straight to the point; the members of the Government and heads of ministries demonstrated a firm grasp of the current situation in their respective sectors and fields, providing generally complete and frank answers, clarifying many issues, and proposing solutions for effective implementation in the future. The Standing Committee of the National Assembly acknowledges and highly appreciates the seriousness, openness, and high sense of responsibility of the members of the Government and heads of ministries in answering questions and incorporating the opinions of the National Assembly deputies.
The Speaker of the National Assembly stated that, based on reports submitted to National Assembly deputies and through the questioning session, the resolutions of the Standing Committee of the National Assembly have been seriously implemented by relevant agencies with many synchronized solutions, creating positive changes and achieving concrete results in most areas.
In addition, National Assembly deputies also pointed out that the implementation of some resolutions and tasks is still slow, some contents and targets in the resolutions have not been completed, have not met requirements, have been slow to change, or still face difficulties and obstacles that need to be promptly addressed and resolved in the coming time.
The Chairman of the National Assembly requested the Government, the Supreme People's Court, the Supreme People's Procuratorate, and the Ministers and Heads of Departments to fully incorporate the opinions of the National Assembly deputies, and to continue to decisively, synchronously, and comprehensively implement the resolutions of the National Assembly Standing Committee on specialized supervision and questioning, focusing on promptly, fully, and effectively addressing existing shortcomings and limitations in each field.
On behalf of the Standing Committee of the National Assembly, National Assembly Chairman Tran Thanh Man outlined several basic and key tasks directly related to the main responsibilities of ministries and agencies to focus on implementing in the coming period.
The Chairman of the National Assembly stated that General Secretary and President To Lam has repeatedly emphasized the crucial role and urgent need to accelerate the building and improvement of institutions, promptly addressing difficulties and obstacles to promote socio-economic development, ensure national defense and security, conduct foreign affairs, and combat corruption and negative practices. Today's questioning session also contributes positively to promoting the implementation of these very important tasks and requirements.
