From villages, hamlets, and residential areas, this force contributes to bringing the Party's resolutions into life, while simultaneously improving the effectiveness of Party organizations at the grassroots level.

Nearly a year into her role as Secretary of the Party Branch of residential area 12 (Phu Thien commune), Ms. Ksor H'Noai (born in 1994) has made many innovations in managing the branch's activities. Having risen through the ranks from a part-time staff member at the Phu Thien Town Party Committee Office previously, she has had the opportunity to access grassroots work and apply technological skills to practice.
Accordingly, Party branch meetings are organized in accordance with regulations, with streamlined content to ensure quality; at the same time, dissemination is combined in two languages (Vietnamese and Jrai) and some digital platforms are applied in appropriate stages to improve the effectiveness of task implementation.
“When I first started this job, I had to learn more about the skills and gain experience from senior colleagues. I also had to be more confident when interacting with and resolving issues for the people. Party members in the branch always cooperated and supported me to complete my tasks,” shared Ms. Ksor H’Noái.
In the Phu Thien Commune Party Committee, young cadres constitute a significant proportion of the grassroots Party committees. The entire Party Committee currently has 183 members serving on the Party committees of 68 grassroots Party organizations, including 37 village and neighborhood Party branches. Cadres under 45 years old account for nearly 67%. The majority of these cadres have received formal training, risen through the ranks of the Youth Union and other youth organizations, and have strong ties to the people.
According to Hoang Huu Hung, Head of the Party Building Department, the locality will continue to consolidate and reorganize the Party committee staff in line with the ongoing policy of rearranging and reorganizing villages and residential areas. The selection of personnel will prioritize capable, reputable, young, enthusiastic officials who are also adept at adopting technology and digital transformation.

At the Quang Nghiep village Party branch (Tuy Phuoc Bac commune), Secretary Nguyen Thi Thuy Nhu (born in 1994) is making her mark in applying technology to Party work. The branch currently has 25 members, mostly older members with limited access to information technology.
To deploy digital applications, the Party branch assigned Party members and Youth Union members to support and guide their use; at the same time, they carried out some Party work activities in the digital environment such as collecting Party fees, transferring official Party membership, and evaluating Party members in their place of residence... As a result, many previously manual processes have been streamlined and made more convenient.
Ms. Nhu said that the biggest challenge lies not in technology but in building credibility within a group with many older party members. In particular, in the coming time, she will continue to hold the position of Party Branch Secretary and Village Head, which demands higher levels of leadership and the ability to mobilize the masses.
Mr. Doan Van Diep, Vice Chairman of the Tuy Phuoc Bac Commune People's Committee, said that appointing young cadres as Party branch secretaries is helping to improve the effectiveness of managing Party members and residential areas. The locality will continue to prioritize selecting young cadres who have been trained through practical experience, possess professional skills, and are proficient in digital technology to meet the requirements of reorganizing villages and residential areas in the future.
To promote the role of young cadres, localities in the province have focused on assigning young cadres to participate in Party committees; creating conditions for part-time cadres to participate in work in their places of residence; strengthening the work of creating sources for developing Party members; and at the same time organizing professional training courses for new Party branch secretaries.
According to Siu Huynh (born in 1990), Party Secretary and Head of O Ngol village (Ia Pia commune), besides professional qualifications, young cadres need to stay close to the grassroots, understand the thoughts and aspirations of Party members and the people to effectively carry out orientation work. Meanwhile, Tong Thi Lan (born in 1985), Party Secretary of residential area 7 (Dien Hong ward), believes that the most important thing is the spirit of serving the people and continuously learning to apply digital transformation to the management of Party members and residential areas.
Practical experience from the grassroots level shows that rejuvenating the ranks of secretaries and Party committee members not only replenishes the pool of successor cadres but also creates a transformation in leadership and management methods, especially in the application of digital transformation. However, the effectiveness is only evident when young cadres are selected correctly, receive appropriate training, and are closely connected to the practical realities of their localities.
