License plates '49, 53' are also on the list.

According to plans, on August 20th, the Ministry of Public Security will coordinate with the asset auction unit to hold the first auction of car license plates. To prepare for this, the Ministry of Public Security recently released a list of over 153,000 car license plates that will be put up for auction.

Among the more than 153,000 license plates expected to be auctioned, there are many with the endings "49" and "53," which many consider "unlucky" and inauspicious according to feng shui.

There are "ugly" ones, and there are "beautiful" ones.

According to records, the more than 153,000 aforementioned car license plates belong to 63 provinces and centrally-administered cities, and are currently managed in the license plate inventory.

Four license plate ranges representing four types of vehicles are being auctioned: passenger cars, buses, trucks, and vans.

Among these, some "five identical digits" license plates are considered exceptionally beautiful and are intended for passenger cars, such as: 37K-222.22 (Nghe An), 38A-555.55 ( Ha Tinh ), 51K-777.77 and 51K-888.88 (Ho Chi Minh City), 75A-333.33 (Thua Thien - Hue) and 98A-666.66 (Bac Giang)....

Additionally, the list also includes many license plates ending in "49" and "53". For example, in Cao Bang province, there are 11A-107.49, 11A-107.53, 11A-106.53...; in Lang Son, there are 12A-219.49, 12A-220.53...; in Hanoi, there are 30K-595.49, 30K-549.53; in Ho Chi Minh City, there are 51K-849.53, 51K-949.53....

The pilot program for auctioning car license plates is expected to bring transparency to vehicle registration and generate significant revenue for the state budget.

Given that the auction list includes license plates ending in "49" and "53," many opinions suggest that these are "unlucky" or "unsuitable according to feng shui," and "it's unclear why they were included in the list?".

Ms. Ha Thi Phuong (residing in Hanoi) expressed surprise that the list of car license plates being auctioned included so many plates ending in "49" and "53". Although there is no official rule, Ms. Phuong and many others believe that license plates ending in "49" and "53" are considered unattractive, and very few people would want to draw one if given the choice, let alone have it included in an auction list.

Some drivers suggest that only license plates with five identical digits (five of a kind), four identical digits (four of a kind), or ascending digits (five consecutive digits) should be auctioned off, for example. These are the most sought-after license plates.

Without distinguishing between "ugly" and "beautiful"

According to a representative from the Traffic Police Department (C08, Ministry of Public Security), the auction is conducted for all car license plates without any discrimination. The Ministry of Public Security does not define a license plate as "ugly" or "beautiful," because the same license plate may be considered beautiful by one person but not by another. Therefore, whether a license plate is "ugly" or "beautiful" depends on the needs and preferences of the auction participants.

This explanation is consistent with reality, because besides those who want to choose their license plates according to their preferences, many people also have the mentality of "anything is fine," or "license plates are just meaningless numbers, so they're not important"...

The value of each car license plate will depend on the number of people participating in the auction.

According to the decision approving the plan for the first auction, signed by the Minister of Public Security, all car license plates offered for auction will have the same starting price of 40 million VND. Each bidding increment during the auction will be 5 million VND.

Therefore, the auction value of a license plate will depend on the number of people participating in the auction. If many people consider the license plate "attractive," it means there will be more bidders, more bidding increments, and a higher value.

One possible scenario is that only one person bids for a license plate because they find it "attractive." To address this, Resolution 73/2023 of the National Assembly stipulates that if, after the registration period expires, only one person registers to participate in the auction, or if many people register but only one participates in the auction, or if many people participate but only one bids at least equal to the starting price of a license plate, then the auctioned license plate will be transferred to that person.

After the auction ends, license plates that were not successfully bid on or were not chosen by anyone will be transferred to the license plate inventory managed by the police, to be randomly assigned to vehicle owners who did not participate in the auction.
