The Steering Committee for the reorganization of administrative units at all levels and the construction of a two-tiered local government organizational model has recently sent a document to the city and provincial Party committees outlining the direction for several tasks related to the reorganization of administrative units at all levels.

Notably, the plan is to end the use of part-time community-level officials as of August 1st.
At the same time, local authorities are tasked with considering and arranging for part-time personnel at the commune level to meet the requirements of participating in work at the village and neighborhood levels, and implementing policies and regulations for those who are not assigned to work according to regulations.
The guidelines also state that villages and residential areas should continue to be defined as self-governing organizations of the local community, not as administrative levels.
For the time being, the existing villages and residential areas will remain unchanged; after the completion of the administrative unit reorganization at all levels, the Government will assign the Ministry of Interior to research and provide guidance, in accordance with the directives of competent authorities, on the reorganization of villages and residential areas in a streamlined manner, directly serving the lives of the local community.
According to data from the Ministry of Interior, as of the end of 2021, the whole country had 90,508 villages and residential areas. Of these, there were 69,580 villages and 20,928 residential areas.
Reorganizing public service units, schools, and health stations when abolishing the district level and merging communes.
The Steering Committee also clarified the orientation for the restructuring of public service units currently under the People's Committees at the district level, in order to transfer and establish new public service units under the People's Committees at the commune level after restructuring, in accordance with the orientation in Conclusion 137 and the guidance of the ministries managing specialized sectors and fields of public service.
After the two-tiered local government system comes into operation, the Government will assign the Ministry of Interior to coordinate with relevant ministries and agencies to develop and submit to the Government amendments, supplements, or new regulations related to the organization and operation of public service units to ensure effective operation and meet the needs of the people.
Specifically, in the field of education, public secondary schools, primary schools, and kindergens will remain in place and be transferred to the management of local commune-level authorities.
Currently, vocational training centers and continuing education centers under the district-level People's Committees will be transferred to the Department of Education and Training for management and reorganization to provide services in inter-communal and inter-ward areas.
In the healthcare sector, maintain existing commune and ward health stations to meet the healthcare needs of the local population.
Based on the area and population size of the newly established commune-level unit, the provincial People's Committee may reorganize it into a public service unit directly under the commune-level People's Committee to perform tasks related to disease prevention and primary healthcare for the people in the area.
Currently, health centers and general hospitals under the district-level People's Committee will be transferred to the Department of Health for management and organization of service provision across inter-communal and inter-ward areas.
The guidelines also specify the arrangement and organization of one public service unit directly under the People's Committee at the commune level to provide basic and essential public services to the people in the area.
Providing public services in the fields of culture, sports, tourism, information, communication, agriculture, environment, etc.
Reorganize and establish one self-financing public service unit (Project Management Board) under the People's Committee at the commune level to provide public services in the fields of construction, land development, land clearance, etc., in the area.
If necessary, the provincial People's Committee may establish a public service unit under the provincial People's Committee's Project Management Board to provide services in inter-communal and inter-ward areas.
Provincial People's Committees are tasked with restructuring or dissolving inefficient public service units, ensuring the improvement of the quality of basic and essential public service provision.
In conjunction with restructuring, the reduction of civil servants receiving salaries from the state budget is in accordance with Resolution 19/2017 of the 6th Plenum of the 12th Central Committee on continuing to innovate and manage, improve the quality and efficiency of public non-business units.
