Regarding the question of what solutions does the Government have to narrow the digital transformation gap between rural, remote and urban areas and bring young officials with digital transformation capabilities to the region? rural areas, especially remote areas, Minister Nguyen Chi Dung said, we are at a very important moment for the country, going through 1/3 of the way of implementing the Economic Development Strategy - 10-year socio-economic development plan 2021-2030 and more than half the way of implementing the 5-year socio-economic development plan 2021-2025. Along with that is perfecting institutions to promote digital transformation; promote infrastructure development for digital transformation; Build networks of experts and businesses that have succeeded in developing to connect with young people who are just starting to participate in startups or new businesses so that we can connect and receive information sharing. the necessary resources, experience, and technology to be accessible at no cost; thereby facilitating the application of technological solutions in its business activities; Strengthen the consulting network.
Minister Nguyen Chi Dung said that the Ministry of Planning and Investment has many activities and programs that have been and are being implemented to implement the National Digital Transformation Program. Among them, the Digital Transformation Support Program for Vietnamese businesses has been implemented and has currently supported 13 thousand businesses. This is a very meaningful program, implemented over the past 5 years with the cooperation of large technology corporations such as Google, Meta,... "You can refer and join us to be able to receive support in terms of resources as well as advice or documents, as well as technological support," the Minister emphasized.
In addition, the Ministry of Planning and Investment is also coordinating with Google to implement the Digital Talent Development Program; has provided 20 thousand scholarships to 83 universities and colleges across the country. The Ministry of Planning and Investment is coordinating with Meta Group to implement the Vietnam Innovation Challenge Program to seek innovative solutions from organizations/individuals around the world to solve problems. important national challenges, towards a prosperous and sustainable Vietnam; promote growth and improve competitiveness. The Ministry of Planning and Investment is also assigned to preside over the completion of the Project "Developing human resources for the semiconductor industry to 2030, with a vision to 2045" with the goal of training 50 thousand engineers by 2030. The project is in the process of being completed and submitted to the Government with the goal of having the best human resources for digital transformation to seize opportunities and build the country in the coming period.

These databases must connect to each other; create favorable conditions for subjects in exploitation.
The second issue is reforming administrative procedures to facilitate and reduce compliance costs for people and businesses. To reform procedures, there are many solutions, but two very basic solutions include: One is to minimize administrative procedures; Second, applying information technology so that people and businesses do not have to have direct contact with officials and agencies handling procedures; There must be priority in policies, human resource training... for remote areas, border areas, and islands.
