Building a cultural environment serves as both a driving force and a goal in developing and perfecting the character of revolutionary soldiers, contributing to the successful fulfillment of the unit's political tasks and the local military and national defense work. Clearly defining this goal, the Provincial Party Committee and the Provincial Military Command have directed and organized the implementation of building a cultural environment within the army, in conjunction with Resolution No. 17-NQ/TU dated October 30, 2023, of the Provincial Party Committee "On building and promoting the cultural values and human strength of Quang Ninh to become an endogenous resource and driving force for rapid and sustainable development," yielding practical results.
This is concretized through emulation movements.
Recognizing the importance of building a military cultural environment, over the years, the Provincial Party Committee and the Provincial Military Command have consistently paid attention to leading and directing activities to build a military cultural environment, actively implementing the campaign "Building a good, healthy, and rich cultural environment in the Army" in conjunction with the movement "All people unite to build a cultured life," and "Officers and soldiers of the provincial armed forces compete to implement workplace culture, worthy of being called Ho Chi Minh's soldiers"...
Simultaneously, attention should be paid to investing in building regular, green, clean, and beautiful units, taking care of infrastructure, and investing in cultural and sports facilities to create a cultural environment with a strong military character, rich in educational value, and serving the cultural needs of officers and soldiers.
Adhering closely to the content and objectives of the campaigns and emulation movements, the Party Committee and the Provincial Military Command focused on directing the implementation of civilized lifestyles in weddings, funerals, and festivals, strictly adhering to regulations, customs, and conventions in their places of residence, which were actively embraced by officers and soldiers. Units continued to maintain and strengthen the inspection and monitoring of officers and soldiers' compliance with State regulations and laws on the Road Traffic Law, the Law on Prevention and Control of the Harmful Effects of Alcohol and Beer (2019), etc., contributing to strengthening administrative discipline, codes of conduct, and military regulations, and fostering the awareness of each individual to live and work in accordance with the Constitution and laws.
In addition, the Provincial Military Command directed the development and promulgation of criteria and standards for cadres, Party members, and the armed forces of the province regarding the study and emulation of Ho Chi Minh's ideology, ethics, and style; committed to implementing the "Ha Long Smile" Code of Conduct, focusing on regularly practicing civilized and courteous behavior; cultural and civilized conduct on social media; and registering to compete in implementing workplace culture, worthy of the title "Ho Chi Minh's Soldiers".
Several exemplary models and innovative approaches have been replicated within the provincial armed forces, such as: "A Daily Lesson from Uncle Ho," "Pink and Brown Books," "Savings Boxes," "Smoke-Free Units," "Model Units in Regulations," and the "Work Until the Job Is Done, Not Just Working Until the Hour Is Done" movement. Through the implementation of these models, exemplary collectives and individuals have emerged who learn from and follow Uncle Ho's teachings; examples of "good people, good deeds" have been commended and rewarded, contributing to changes and raising awareness, thoughts, and actions among officers and soldiers, spreading the image of "Uncle Ho's Soldiers" widely, as well as encouraging officers and soldiers to contribute to building regular, strong, and comprehensively "exemplary" agencies and units.
Notably, the units consistently prioritize and maintain the regular system of ideological work briefings and daily political and cultural activities, creating favorable conditions for officers and soldiers to develop and perfect their revolutionary military character. This enhances their ability to defend themselves, their "resistance," and their "immunity" against the conspiracies and tactics of "peaceful evolution" and "self-evolution and self-transformation" by hostile forces; implementing the motto "using the good to overcome the bad," and "using the positive to push back the negative," actively fighting against and preventing the negative impact of the dark side of society and harmful cultural products from infiltrating the units.
In particular, the 47th Force at all levels actively wrote, edited news articles, and created clips to post and share on pages and groups of the Military Region, Quang Ninh province, the Provincial Military Command, and 24 pages and groups of agencies and units. From the beginning of the year until now, the 47th Force at all levels has written, edited, and posted over 9,700 news articles on the propaganda pages and groups of the Military Region and Quang Ninh province; commented on and shared over 1,200,000 news articles; and detected and reported over 400 instances of malicious and negative accounts...

For over 30 years since its launch, the campaign "Building a good, healthy, and rich cultural environment in the army" has remained vibrant, becoming one of the important contents and tasks for military units to build clean and strong Party organizations and exemplary, comprehensively strong units. This campaign has also contributed to the development of various emulation movements and campaigns within the army, creating many high cultural values, contributing to building political and spiritual factors within the army, and building a revolutionary, regular, elite, and progressively modern people's army.
Colonel Khuc Thanh Du, Standing Committee Member of the Provincial Party Committee and Commander of the Provincial Military Command, affirmed: Building a good, healthy, and rich cultural environment in military units has strongly transformed the awareness, feelings, and cultural appreciation of officers and soldiers. Relationships within the unit are handled harmoniously and in accordance with regulations, imbued with camaraderie, thereby promoting democracy, solidarity, and unity within the unit. This contributes to the successful implementation of the task of building and consolidating national defense and security, and helps to build the model of the Quang Ninh people as "Courageous, Self-reliant, Disciplined, United, Compassionate, Generous, Creative, and Civilized."
To further enhance the quality of the campaign "Building a good, healthy, and rich cultural environment in the army," the Party Committee and the Provincial Military Command will continue to effectively implement the campaign in conjunction with the "All people unite to build a cultured life" movement and the "Promoting traditions, contributing talents, and living up to the name of Uncle Ho's soldiers" campaign, while also carrying out the key political tasks of the provincial armed forces. At the same time, they will strengthen the building and consolidation of solidarity and close relationships among soldiers; and pay attention to ensuring the material and spiritual well-being of officers and soldiers.
Especially in the current complex context, particularly with the "cultural invasion" and the fierce opposition from hostile forces in the ideological and cultural fields, units will focus on organizing emulation movements, arousing the self-discipline of all soldiers in training according to cultural standards, seriously implementing "construction" in conjunction with "combat," and ensuring that words are matched by actions; continuously strengthening good, healthy relationships and culturally appropriate behavior within the unit. From this, military units will truly become cultural shining examples in the province, contributing to the promotion of cultural values and human resources, creating important momentum and resources for the rapid and sustainable development of the province.
