A breakthrough in the processing industry.

Implementing Resolution No. 06-NQ/TU dated January 21, 2021, of the Provincial Party Committee on the development of agricultural product processing industry in Son La province for the period 2021-2025, with a vision to 2030, has created a breakthrough in the province's processing industry, building Son La into a center for agricultural product processing in the Northwest region. This is an important prerequisite for realizing the aspiration that by 2030, Son La will become the center for agricultural product processing in the northern midland and mountainous region.

Priority for processing plants.

In implementing Resolution No. 06-NQ/TU, our province has deployed comprehensive solutions, such as building mechanisms and policies, integrating support capital sources, developing raw material areas; promoting the transfer and application of advanced science and technology in the production, processing, and preservation of agricultural products; and connecting agricultural production with the processing, preservation, and consumption industries. Priority is given to developing the processing industry to create highly competitive agricultural products with high added value, ensuring food safety and hygiene, while contributing to job creation, improving people's income and living standards, and promoting the development of the agricultural, forestry, and fisheries economy .

The plan involves forming and developing large-scale specialized farming areas to supply raw materials to factories, including over 23,313 hectares of coffee; more than 5,900 hectares of tea; 10,000 hectares of sugarcane; 44,176 hectares of cassava; 85,000 hectares of various fruit trees, along with large quantities of vegetables, livestock, and aquaculture. It encourages and supports cooperative and collaborative production models linked to deep processing, brand building, and the consumption of high-tech agricultural products.

The province focuses on developing planning and constructing industrial zones and clusters; developing synchronous infrastructure to serve the agricultural processing industry, as a basis for attracting investment. From 2021 to the present, the province has attracted investment in 11 large-scale agricultural processing projects; of which, 10 projects have received new investment approval. Typical examples include the Doveco Son La Vegetable and Fruit Processing Center Project in Mai Son; the BHL Son La Glucose Liquid Sugar Processing Plant Project in Mai Son Industrial Park; the Nafoods Tay Bac Agricultural Processing Plant in Moc Chau district; the Moc Chau Agricultural Product Processing and Preservation Project by Tay Bac Agricultural Products Investment and Development Joint Stock Company; and the high-tech ecological farm and dairy farm complex of Moc Chau Dairy Cattle Breeding Joint Stock Company...

One of the factories completed and put into operation during the 2021-2025 period is the coffee processing plant of Son La Coffee Processing Joint Stock Company. Mr. Nguyen Nhu Hung, Chairman of the Board of Directors of the Company, said: With the support and favorable conditions of the province, the Company invested in building a coffee processing plant with a designed capacity of 50,000 tons of fresh coffee beans per year. The Company is currently collaborating with 679 households and individuals to develop a high-tech coffee production area in Mai Son, covering 368 hectares; creating direct jobs in the factory for more than 100 local workers.

Increase the proportion of the processing industry.

The province's processing industry has developed in both quantity and quality; diversifying products from industrial crops; processing vegetables and fruits; processing dairy products; processing meat and seafood products, etc. Production scale has expanded, gradually increasing the proportion of processing industries, shifting from raw products to deep processing, creating high added value.

To date, the province has 19 factories and nearly 600 agricultural processing facilities in operation, with the participation of many reputable domestic and foreign enterprises and corporations investing in the processing, preservation, and export of agricultural products. These include 9 large-scale coffee processing facilities, meeting the processing needs of over 50% of the province's fresh coffee bean production; over 20 tea processing enterprises and cooperatives; one sugar processing plant of Son La Sugar Corporation, with a capacity of 5,000 tons of sugarcane per day; two cassava processing plants; four large vegetable and fruit processing plants; and one cow's milk processing plant... There are 58 outstanding rural industrial products at the provincial level; 214 OCOP products with 3 stars or more; and 29 agricultural products granted protection certificates. The value of agricultural and food products exported during the 2021-2025 period is continuously increasing, reaching US$104.1 million in 2021 and estimated to reach US$208 million in 2025. Main export products include: coffee, tea, cassava and cassava products, bananas, mangoes, longan, passion fruit, etc.

The Doveco Son La Vegetable and Fruit Processing Center, inaugurated on May 19, 2023, is a modern agricultural processing plant complex with a total capacity of 52,000 tons of products per year. Recently, Doveco Son La further put into operation a paper canning line for vegetables and fruits, using Swedish Tetra Recart technology – the first of its kind in Vietnam – with a maximum capacity of 6,000 cans per hour, or approximately 6-8 million cans per year. Mr. Pham Ngoc Thanh, Deputy General Director of Dong Giao Export Food Company (Doveco), stated: The new line packages many high-quality agricultural products from Vietnam in general and Son La in particular, such as sweet corn, pineapple juice, and various types of beans. This supports the consumption and export of local agricultural products, creates more job opportunities, and promotes the agricultural value chain for farmers and cooperatives in Son La and neighboring provinces.

The goal is to become a center for processing agricultural products.

In the draft document outlining the overall objectives for the 16th Congress of the Son La Provincial Party Committee, term 2025-2030, it is determined that: Rapid and sustainable development, with high-tech commercial agriculture and processing industries as the central focus. The goal is for Son La to become a center for processing agricultural products in the northern midland and mountainous region by 2030.

With strong political determination, Son La province is implementing a comprehensive set of solutions to achieve its goals. This includes focusing on supporting investors to accelerate the implementation and operation of projects that have already received investment approval.

The "Moc Chau Dairy Paradise" complex project of Moc Chau Dairy Cattle Breeding Joint Stock Company is one of the large-scale projects, comprising two components: the Moc Chau high-tech ecological dairy farm and the Moc Chau high-tech milk processing plant. Provincial authorities and relevant departments have actively supported the company in completing the necessary procedures for investment preparation, land acquisition, detailed planning, environmental protection, site clearance, and construction.

Mr. Pham Hai Nam, General Director of Moc Chau Dairy Cattle Breeding Joint Stock Company, shared: The company is focusing on implementing the Moc Chau high-tech ecological dairy farm project, with a scale of 4,000 cows and a total investment of 1,000 billion VND. The goal is to put the farm into operation in the first quarter of 2026 and complete phase 1 in the second quarter of 2026. The high-tech milk processing plant project of Moc Chau Dairy Cattle Breeding Joint Stock Company is divided into two phases: phase I (2022-2025) with an investment of 743 billion VND; and phase II (2029-2030) with an investment of 1,257 billion VND, which is currently being implemented.

The province continues to research and develop policies to encourage and support investment in industrial clusters; attract investment in agricultural processing facilities into industrial zones and clusters for centralized environmental treatment; prioritize attracting investment in deep processing industries, especially the processing of agricultural and forestry products associated with building distinctive product brands and developing sustainable value chains. It also promotes trade promotion activities, advertising, introducing, and connecting the consumption and export of agricultural products.

With the achievements of Resolution No. 06-NQ/TU, along with the province's high determination, great efforts, and comprehensive solutions, we believe that Son La will turn its aspirations into reality by 2030, becoming a center for processing agricultural products in the northern midland and mountainous region, bringing local agricultural products to wider markets, and increasing income for the people.
