The above request was made by Prime Minister Pham Minh Chinh during a working session with the leaders of Ca Mau province on the afternoon of December 9th, aiming to remove difficulties and bottlenecks in the locality.
During the meeting, the Prime Minister commended and highly appreciated the efforts of the Party Committee, government, military, and people of Ca Mau province for their outstanding achievements in recent times. He also requested Ca Mau to maximize its unique potential, outstanding opportunities, and competitive advantages, focusing on three main areas: developing renewable energy and expanding the gas-electricity-fertilizer industrial zone; developing tourism based on people, culture, nature, and the brand of the southernmost tip of Vietnam; and developing the aquaculture and seafood processing industry, especially shrimp farming.
Prime Minister Pham Minh Chinh requested that Ca Mau province make good use of the Dat Mui brand.
The Prime Minister requested that the province further accelerate the development of transportation, specifically expanding Ca Mau airport, expediting the construction of the expressway, developing inland waterways, and researching a maritime route project through the Hon Khoai port project.
"The main difficulty for Ca Mau province is in transportation, which we will gradually overcome. Meanwhile, the province must promote the spirit of self-reliance and self-improvement, not relying on others, but rising up from its own hands, minds, land, and seascape," Prime Minister Pham Minh Chinh emphasized.

The Prime Minister assigned the Ministry of Planning and Investment to take the lead and coordinate with relevant ministries and agencies to research and advise competent authorities on the issuance of mechanisms to prioritize investment, especially in the allocation of capital to provinces with difficult natural conditions and characteristics in terms of topography and geology, including Ca Mau; and to report to the Prime Minister in December 2023 to have solutions for allocating appropriate public investment capital in 2024 and preparing for the next medium-term period.
Regarding the upgrading and expansion of National Highway 1 and the Ho Chi Minh Highway through Ca Mau province, the Prime Minister assigned the Ministry of Transport to take the lead, in coordination with the State Capital Management Committee, relevant agencies, and the province, to urgently study and report to the Prime Minister on the plan for allocating and balancing capital in December 2023.

Regarding the proposal from Ca Mau province to upgrade the airport, Mr. Lai Xuan Thanh, Chairman of the Board of Directors of Vietnam Airports Corporation, stated that, after research, investing in expanding Ca Mau airport to accommodate A321 and Boeing 777 aircraft is entirely feasible and implementable.
Mr. Lai Xuan Thanh also requested the Prime Minister to allow the simultaneous implementation of planning adjustments and investment preparation, aiming to begin construction between the second and third quarters of 2024.
Ca Mau, located in the Mekong Delta, covers an area of over 5,300 km² , bordered by the sea on three sides with a coastline length of 254 km. It boasts a vast fishing ground of approximately 80,000 km² , with abundant aquatic resources; the aquaculture area covers more than 300,000 hectares. Ca Mau province has the largest shrimp production in the country, with export revenue exceeding 1 billion USD annually, primarily from seafood exports.
