The "blood vessels" that connect aspirations
During his working visit to Ca Mau in November 2024, General Secretary To Lam issued groundbreaking directives for the development of this southernmost region of the country.
With a strategic vision, the General Secretary emphasized: "We must pave the way for Ca Mau's development, eliminating the mindset of a 'remote and underdeveloped region' with a modern transportation system. Experience has proven that prosperity follows wherever major roads are built."
The Ca Mau - Can Tho expressway has officially opened, breaking the monopoly of the original route and shortening the distance between Ca Mau and major economic centers.
The General Secretary urged the Party Committee and people of Ca Mau to promote breakthrough thinking and decisive action, without relying on the budget; they must unlock all social resources, transform aspirations into strategic "breakthrough" projects, and enable Ca Mau to reach out to the wider world.
That message resonated with the long-standing concerns of the Party Committee and the people of the province: Infrastructure is the "golden key" to attracting investment and achieving breakthrough development. This directive triggered an unprecedented wave of transformation.
The clearest evidence is the Can Tho - Ca Mau expressway. On January 19, 2026, the first convoys rolled along this modern expressway, further refuting the preconceived notion that "Ca Mau is too far away." From here, Ca Mau is truly closer to Ho Chi Minh City and the rest of the country, forming a continuous economic artery from North to South.

If the Can Tho - Ca Mau expressway is the "bridge" connecting Ca Mau with the rest of the country, then the Ca Mau - Dat Mui expressway is the finishing touch to the strategic infrastructure picture. The project, commenced on August 19, 2025, is 81 km long, has 4 lanes, a design speed of 100 km/h, and a total investment of nearly 60,000 billion VND. The end point of the expressway will connect to Hon Khoai Island via a sea bridge, forming a continuous trade route from inland areas to international maritime gateways. By the end of 2025, Ca Mau province had handed over 100% of the land, demonstrating the unity of the government and people in realizing this "dream route".
The good news continues as the Prime Minister approved the addition of the Can Tho - Ca Mau section to the National Railway Network Plan (Decision issued on October 29, 2025). This is a historic milestone, bringing high-speed rail to the southernmost tip of Vietnam, transforming Ca Mau from a "terminal point" into a starting point for connection with the global logistics supply chain.

Witnessing the rise of Ca Mau, Colonel Nguyen Van Phep, former Political Commissar of the Ca Mau Provincial Military Command, proudly stated: “Having gone through the years of resistance to defend the land, and then the difficult days of rebuilding our homeland, I have never seen my homeland so vibrant as it is now. The directives of General Secretary To Lam are not only a command for development but also a new wind that ignites our long-held aspirations. Seeing our homeland 'transform' day by day, from the towering bridges to the wide roads, we – the soldiers – feel heartwarming because our promise to the people and to history is being realized with great pride.”

The "growth" of Ca Mau is measured not only by kilometers of paved roads but also by the quality of life of its people. The Ca Mau General Hospital project, with 1,200 beds, is being accelerated, becoming one of the largest-scale medical facilities in the Mekong Delta, enabling people to access high-tech medical services right in their hometown.
Mr. Do Van Nghiep from Ly Van Lam Ward said: “During the war, we were just happy to have enough medicine and hospital beds for the people. Now, seeing the 1,200-bed hospital gradually taking shape, I am deeply moved. From now on, people will no longer have to struggle to go to Ho Chi Minh City or Can Tho for treatment. Receiving high-tech medical care right here in Ca Mau is the sweetest fruit of development.”
Vision: "Going out to the open sea"
A groundbreaking highlight in General Secretary To Lam's strategic vision is the construction of the Hon Khoai deep-water mega-port. With an 18-kilometer-long sea bridge connecting the island to the mainland, Hon Khoai is expected to become a world-class integrated port. This project is a game-changer, not only for Ca Mau but also creating new growth momentum for the entire nation, giving Vietnam a stronger presence on the global maritime map.
The Ca Mau General Hospital, with a capacity of 1,200 beds, is gradually taking shape to meet the healthcare needs of the people.
Facing the major projects taking shape in his hometown, veteran Huynh Thanh Cong from Phan Ngoc Hien Commune was moved: “In the past, during the war and then in peacetime, our people were used to the name ‘the edge of the Fatherland,’ and everywhere seemed far and isolated. Now, our hometown has a highway, a large hospital is being prepared, and especially the Hon Khoai Super Port with its magnificent sea bridge, I feel like I’m dreaming, the most beautiful dream of my life. Ca Mau has become a gateway welcoming the whole world. Thus, the aspirations of generations of soldiers like us have come true.”

Affirming the local government's determination, Comrade Nguyen Ho Hai, Member of the Central Committee of the Communist Party of Vietnam and Secretary of the Ca Mau Provincial Party Committee, emphasized: “The Party Committee, government, military, and people of Ca Mau province are extremely pleased and proud to receive the attention of the Central Government in launching key strategic projects. Projects such as the Ca Mau - Dat Mui expressway, the bridge connecting Dat Mui - Hon Khoai, Hon Khoai seaport, and the upgrading of Ca Mau Airport… are opening up a new space for development. This is an extremely important infrastructure boost for Ca Mau to rise up and fulfill its mission as the southernmost point of the Fatherland.”
