On the morning of July 1st, at the Tan Thanh Ward People's Committee ( Ca Mau province), many officials and employees began their workday by logging into the KPI software to update and monitor their assigned tasks. Through this software, daily work is recorded; each task, from processing documents and drafting advice to task progress, is immediately documented, eliminating the need to wait until the end of the year for compilation and evaluation based on individual reports, collective assessments, and leadership feedback.

Tan Thanh Ward is one of six agencies and units selected by Ca Mau province to pilot the KPI evaluation software according to Government Decree 335/2025/ND-CP. The implementation of the system is expected to innovate the way civil servants are evaluated, moving towards quantitative, transparent, and closely linked performance results.
Ms. Cao Thi Nhiem, Deputy Head of the Culture and Social Affairs Department of Tan Thanh Ward, said that previously, the evaluation of officials and civil servants was mainly done at the end of the year, based on qualitative criteria, making it difficult to fully reflect the results of each individual's performance.
According to Ms. Nhiem, with KPI software, the entire work process is regularly monitored through specific criteria regarding progress, completion time, and output. As a result, evaluations can be conducted monthly, quarterly, and annually instead of just at the end of the year.
"The software helps to make evaluations more objective because it is directly linked to work results. This also motivates each official and employee to proactively improve their responsibility, speed up the processing of documents, and enhance the efficiency of task execution to meet the job requirements in the new situation," Ms. Nhiem shared.

To prepare for the deployment of the KPI software, the Ca Mau Department of Science and Technology coordinated with the Department of Internal Affairs, the Provincial People's Committee Office, and solution providers to complete the integration with the province's document management software. Simultaneously, nine training courses were organized with over 600 civil servants participating, helping units familiarize themselves with the operational process before official implementation.
According to Mr. Huynh Tuan Anh, Director of the Digital Transformation Center under the Department of Science and Technology of Ca Mau province, the implementation of KPI evaluation software is a breakthrough aimed at "digitizing the measurement" of the capacity of civil servants and the public administration system.
According to Mr. Anh, the biggest difference of KPI software is that it quantifies task performance results with specific products. Each task is evaluated based on criteria of quantity, quality, and progress, instead of the qualitative, general, and often stalemate-inducing evaluation methods of the past.
The system also allows for real-time updating and tracking of task performance, making it easy for leaders to monitor progress, identify slow-moving files, and promptly direct solutions.
Following the pilot phase, the implementation team will compile and evaluate the software's effectiveness, reporting to the Ca Mau Provincial People's Committee to further refine the solution and develop a roadmap for province-wide implementation. The agency's results will directly impact the individual's ranking ceiling, thereby fostering mutual support and enhancing the exemplary role of leaders and managers.

According to the plan, six units have been selected to pilot Ca Mau's KPI evaluation software: the Provincial People's Committee Office, the Department of Science and Technology, the Department of Internal Affairs; and the wards of An Xuyen, Bac Lieu, and Tan Thanh. The pilot period will run from July 1st to October 1st, 2026.
