According to the Ministry of Culture, Sports and Tourism, during the 2021-2025 term, the restructuring of the press system according to the plan will reduce the number of press agencies nationwide by 58.

During the 2021-2025 term, the fields of journalism, radio, television, and electronic information achieved many important results, clearly demonstrating their role as a core force on the information and propaganda front, while gradually perfecting the legal framework and promoting digital transformation.

The restructuring of press agencies according to the basic plan has been completed as per Decision No. 362/QD-TTg. In 2019, there were 195 press agencies nationwide, but now there are only 137, a reduction of 58 agencies. Along with that, 38 press agencies were converted into magazines, and 48 magazines ceased operations. From January 1, 2021 to the present, the management agency has issued 535 press operating licenses, including new licenses, renewals, and licenses for additional electronic formats; and revoked 160 press operating licenses and 1 license for opening a special section.

Approximately 21,000 journalists have been issued press cards across print, online, and radio/television media. Between 2021 and 2024, 24 cases of press card revocation occurred due to disciplinary violations, use of illegal qualifications, or prosecution. During the same period, 50 administrative penalties were issued in the field of journalism, totaling over 3.27 billion VND.

In 2025 alone, the quality of information will continue to improve, reflecting timely and accurate information; digital transformation will be accelerated, with many media outlets expanding their multimedia platforms and creating modern and attractive products. Management, inspection, and handling of violations will be strengthened, contributing to building a safe and healthy information environment. The press will actively participate in combating fake news and harmful information, accompanying businesses and citizens in socio -economic development, while strengthening external communication and promoting the image of Vietnam to the world.

On December 10, 2025, at the 10th session of the 15th National Assembly , the amended Press Law was officially passed, marking an important step in perfecting the legal framework for journalistic activities during the digital transformation period. Along with the Law, two Decrees and three Circulars were developed to ensure effective implementation. The press sector also completed the set of indicators for assessing the maturity level of digital transformation and operated the National Press Database, contributing to improving the effectiveness and efficiency of managing and developing professional and modern journalism.
