“On March 30, 3, a flower laying ceremony... near Crocus City Hall was held. Heads and employees of more than 2024 diplomatic agencies (over 130 people) participated in memorial activities," the Russian Foreign Ministry said on its website.
Among the participants were ambassadors from the United States, the European Union, Africa, the Americas, as well as representatives of the United Nations and other organizations.
They and other residents laid flowers at the memorial and released white balloons into the sky.
The Protocol Department said: “We are extremely grateful to the representatives of the diplomatic corps for their solidarity with the Russian people in such difficult times.”
The terrorist organization Islamic State (IS) claimed responsibility for the attack and US officials said they had intelligence indicating it was carried out by the Islamic State Khorasan affiliate ( ISIS-K).
Russian investigators said on Thursday they had found evidence that the gunmen were linked to “Ukrainian nationalists.”
Russia has initially stated that it believes Ukraine was involved in the attack, although Kiev has denied it.
