On the morning of October 26th, during a group discussion on the socio -economic situation, citing the case of Mr. Vuong Tan Viet, National Assembly representative Tran Quoc Tuan (from Tra Vinh province) proposed that the National Assembly and the Government pay attention to directing and inspecting the training, awarding of doctoral degrees, and conferring of associate professor and professor titles to ensure quality and substance, so as not to negatively impact society.

Mr. Tuan cited a recent, unexpected social phenomenon: the case of the monk, the abbot of Phat Quang Pagoda in Ba Ria Vung Tau province, Mr. Vuong Tan Viet.

Mr. Vuong Tan Viet used an illegal high school equivalency certificate, but somehow he managed to enroll in and obtain two bachelor's degrees and one doctoral degree.

Representative Tuan also raised the issue that Mr. Vuong Tan Viet's use of a high school diploma was only "exposed" on social media, and not initially verified and discovered by the education sector's inspection and auditing agencies.

"This shows that the management and training for undergraduate and doctoral degrees at some of our higher education institutions need more attention…," the representative emphasized, adding that this is precisely what has caused many voters to worry about the prestige and quality of degree-granting in the current education sector.

According to the delegates, voters believe that besides the case of Mr. Vuong Tan Viet, how many other similar cases exist? Where are these fake PhDs? What have they been doing? Do they have a negative impact on the operation of state agencies or the development of the community?

"This issue needs to be addressed, inspected, and reviewed by the National Assembly and the Government as soon as possible," Representative Tuan raised the issue.

Previously, on the evening of October 21, the Ministry of Education and Training announced that it had determined that Mr. Vuong Tan Viet had used an illegal high school equivalency certificate, and Mr. Vuong Tan Viet had admitted to this.

The Ministry of Education and Training has requested relevant higher education institutions to urgently revoke the diplomas issued to Mr. Vuong Tan Viet in accordance with the law, and to review their training procedures to prevent similar cases from occurring in the future.

It is known that Mr. Vuong Tan Viet holds a Bachelor's degree in English from the University of Foreign Languages ​​(now Hanoi University); and a second Bachelor's degree in Law from Hanoi Law University (part-time study). Subsequently, Mr. Vuong Tan Viet was admitted to Hanoi Law University as a doctoral student, and after more than two years of training, he was awarded a PhD.

Representatives from Hanoi Law University and Hanoi University stated that they are in the process of revoking the diploma previously awarded to Mr. Vuong Tan Viet.
