In recent times, Dong Nai province has been focusing on deploying utilities and applications related to digital society and digital citizenship. The province is proactively improving and enhancing indicators related to the development of the digital society, applying information technology platforms, artificial intelligence (AI), and various fields such as education and training, tourism, healthcare, labor, and employment.

Departments, agencies, and localities in the province have implemented many solutions and utilities related to the development of digital society and digital citizens in a modern and convenient direction, as well as improving the effectiveness of community digital technology groups to act as a "bridge" between people and local authorities in disseminating information and implementing digital transformation activities in general and the digital society in particular.

Focus on raising public awareness.

According to the Digital Transformation Index (DTI) report for ministries, ministerial-level agencies, government agencies, and centrally-administered provinces and cities in 2023, published in February 2025, Dong Nai ranked 31st nationwide in the digital society pillar.

In terms of key component indicators, Dong Nai is among the leading localities nationwide in digital awareness ranking, ranks 7th in digital workforce ranking, and ranks 10th nationwide in digital social activities…

The province's digital social infrastructure has been implemented down to the grassroots level in recent years, contributing to improved connectivity and the development of digital social platforms and applications in the area. Currently, the province has more than 3,500 3G/4G/5G mobile communication base stations, covering 100% of residential areas and neighborhoods in communes, wards, and towns. In addition, broadband internet infrastructure has been extended to 100% of districts and communes in the province.

Nguyen Duy Hien, Deputy Director of the Healthcare Division at FPT Information Systems Co., Ltd. (FPT IS), shared that in Dong Nai, they have been implementing various technology solutions for hospitals to apply digital payment solutions and promote cashless payments. In the future, the company will continue to expand digital healthcare services; connecting and providing solutions related to electronic medical records, smart healthcare, etc., in the locality.

Furthermore, thanks to the positive impact of community digital technology groups, especially those comprised of tech-savvy youth union members, people in the province have been able to access digital technology more quickly. These groups are considered "extended arms" of the local government, guiding and educating people and households on using online public services, cashless payments, and interacting with the government through digital platforms.

Recently, the Provincial Youth Union launched the Digital Literacy Movement at all levels of the Youth Union, building upon the foundation of over 800 community digital technology teams established since 2024. Currently, the entire province has established 240 Digital Literacy Teams, including 11 teams at the district level and 229 teams at the grassroots level.

Provincial Youth Union Secretary Nguyen Minh Kien emphasized: “This year's Youth Month, we consider the Digital Literacy Movement as one of the most important movements. Because only by grasping the basic requirements of the new era, the era of national progress, can the Youth Union organization adapt and operate with a new impetus, ensuring the fulfillment of the Union's political mission in the new period.”

Promoting digital solutions

Dong Nai is increasingly paying attention to and focusing on developing digital social amenities, especially digital solutions in healthcare, education, and administrative reform…

In February 2025, the People's Committee of Bien Hoa City piloted a public service kiosk at the Bien Hoa City Reception and Results Return Department and the Tan Phong Ward People's Committee. This kiosk offers many conveniences related to handling various administrative procedures. Citizens can conveniently look up information, check their records, and submit applications online.

The public service kiosk model is being piloted in Bien Hoa City by VNPT Dong Nai in collaboration with local authorities.

In the field of education, in 2024, relevant departments, localities, and units piloted Google's digital classroom system in several schools in Bien Hoa and Long Khanh cities. The application of digital classrooms helps improve learning and teaching skills, enhance interaction between teachers and students, and among students themselves…

In the healthcare sector, major hospitals in the province have recently collaborated with technology companies and large banks to implement various digital payment services and digital medical kiosks. Simultaneously, they have regularly upgraded and expanded the amenities related to digital healthcare.

In March 2025, Dong Nai General Hospital and Thong Nhat General Hospital respectively signed comprehensive cooperation agreements with branches of the Vietnam Foreign Trade Commercial Bank (Vietcombank) in the province, including Vietcombank Dong Dong Nai and Vietcombank Dong Nai, with collaborations related to promoting digital transformation, online payments, and cashless payments in the healthcare sector.

According to Ngo Duc Tuan, Director of Dong Nai General Hospital, the signing of the cooperation agreement with Vietcombank Dong Dong Nai will create a new "interface" for finance, promoting smart healthcare services. Especially in today's era of rapidly developing digital technology, the connection between finance and healthcare not only optimizes services but also provides a better experience for customers and patients, aiming to serve the community more professionally and effectively.

According to Pham Thanh Vinh, Director of Vietcombank's Dong Nai branch, within the framework of cooperation, Vietcombank Dong Nai was chosen by Thong Nhat General Hospital as a partner to provide online payment services through dynamic QR codes and integrated POS payments.
