Timely support
Mr. Mang Do's family (Suoi Lau 1 hamlet, Suoi Cat commune, Cam Lam district) owns over 1 hectare of hilly land, but due to a lack of investment capital and insufficient knowledge and experience in farming, they struggled for many years to find a way to develop their economy . Therefore, the local authorities guided and approved Mr. Do's application for a 50 million VND loan from the Social Policy Bank. Simultaneously, the local authorities provided training and technology transfer in crop care to the family. As a result, Mr. Do invested in planting 1 hectare of acacia trees and over 210 mango, pomelo, and Thai jackfruit trees. With diligent care, the family's fruit orchard now yields nearly 50 million VND annually. The acacia trees, planted four years ago, are also nearing harvest time. Mr. Mang Do shared: “Besides providing loan support and business guidance, the local authorities visit and provide assistance annually to help my family improve. In the future, after selling the acacia trees, I will utilize the fruit tree canopy to invest in raising free-range chickens.”

Ms. Nguyen Thi Yen, Vice Chairman of the People's Committee of Suoi Cat commune, said that the commune has 591 households with 2,468 ethnic minority people. Along with economic development, the locality always pays attention to implementing policies and resources to support and care for the lives of the people. Specifically, the locality has opened vocational training classes in sewing, welding, construction, and fruit tree cultivation for more than 100 ethnic minority workers. From there, they have introduced workers to jobs in businesses in the Suoi Dau Industrial Park or helped them create their own jobs. In addition, the locality has applied resources to support the construction of 85 houses for ethnic minority households to help them settle down and prosper. Among them, Khanh Hoa Newspaper is a leading unit in supporting house construction for the local people. Furthermore, the locality always creates the best conditions for people to access preferential loans for economic development; and provides health insurance cards. Effectively implementing social welfare policies…, thereby contributing to ensuring social security in the area.
Currently, Cam Phuoc Tay commune (Cam Lam district) has 333 households with 1,210 ethnic minority people. Alongside investing in infrastructure development and economic growth, the locality consistently implements policies and cares for the lives of its people. To date, 100% of children of school age attend school and receive support policies. 100% of residents have health insurance cards; over 130 hectares of production forest land have been allocated to support economic development; and 80% of working-age people have received vocational training and job placement assistance. In addition, the commune has mobilized over 1.4 billion VND to support the construction of 24 houses for people in difficult circumstances… Thanks to these support policies, the average income of ethnic minorities in the commune has reached 30 million VND/person/year…
Taking good care of the people's lives.
Currently, Cam Lam district has 1,670 households with 7,241 ethnic minority people, including Raglai, Thai, Nung, Muong, Cham, Hoa, and Tay. Recognizing that developing a comprehensive infrastructure is a driving force for socio-economic development, the district has mobilized budget and social capital to invest in the construction and upgrading of the entire road system, facilitating trade, promoting production and business, and improving the income and living standards of the people. The district has focused on supporting people with housing land, production land, and clean water; assisting with vocational retraining and loans for economic development; and investing in healthcare, education , and culture. This has yielded significant results, contributing to changing the face of the district's rural and mountainous areas, and improving the material and spiritual lives of ethnic minority people.
To date, most schools in ethnic minority and mountainous areas have been invested in and upgraded to modern facilities. The teaching staff in ethnic minority areas are sufficient and meet the required qualifications. By the end of 2024, 100% of communes will meet national standards for universal preschool education for 5-year-olds, literacy level 2, primary education level 3, and lower secondary education level 1. In addition, currently, 100% of communes in the district meet national criteria for healthcare; 100% of communes have health stations and are staffed with qualified doctors and medical personnel to provide timely medical examination and treatment; all villages in ethnic minority areas have village health workers. Activities to disseminate legal information and promote community tourism are regularly organized. Since the beginning of 2024, the district has organized 15 training sessions for 1,200 ethnic minority participants. Reputable individuals in the ethnic minority areas receive attention, visits, and support from the local authorities. Every year, the district also mobilizes organizations and businesses to donate 1,056 gifts, totaling over 460 million VND, to people during holidays and Tet (Lunar New Year)... Thanks to the effective implementation of policies, to date, Cam Lam district has 2 out of 3 ethnic minority communes, namely Suoi Cat and Cam Phuoc Tay communes, that have been recognized as achieving new rural standards.
