In late August, reporters from Giao Thong Newspaper observed that the land clearance work for the North-South expressway project through Quang Binh province was being vigorously pursued by the entire political system of Quang Binh province and the contractors whose construction areas were facing land clearance issues.

The last house along the Bung - Van Ninh expressway section passing through Bo Trach district, Quang Binh province, was handed over by the residents to the construction contractor.

Specifically, in the Bung - Van Ninh section of the project, managed by Project Management Board 6 ( Ministry of Transport - as the investor), houses and structures obstructing the main route have been demolished to make way for contractors to carry out construction.

According to the construction contractors, following meetings and urgent on-site directives from the leaders of Quang Binh province, the localities where the project passes through have mobilized the entire political system from the village to the district and town levels to establish working groups to clear land and support people in relocating to resettlement areas.

The contractor's excavators immediately took over the construction site to level the ground and prepare the ground for work.

Thanks to the efforts of all parties, several bottlenecks in the project that had previously caused contractors considerable stress have been resolved, including: the National Highway 9E overpass, the cassava processing plant, the houses of local residents, the power line system, and the telecommunications station. Upon taking over the site, the contractors deployed machinery to manage the area.

According to a representative from Project Management Board 6, more than a month ago, the local authorities handed over all cleared land for the project on the main section of the expressway passing through Bo Trach district.

"During the land clearance process, Project Management Board 6, along with contractors, local authorities, and the police force of Bo Trach district, all pitched in to assist people in relocating their homes to new residences. When unforeseen events occurred requiring machinery and materials, the contractors provided maximum support to the people," said a leader of Board 6.

The Bùng - Vạn Ninh project site, passing through Bố Trạch district, is now fully cleared. The contractor has deployed numerous construction machines to compensate for the previous production loss.

Speaking to reporters, Mr. Bui Quoc Thanh, Vice Chairman of the People's Committee of Bo Trach district, said that there are two component projects of the expressway passing through the district: Vung Ang - Bung (8.3 km) and Bung - Van Ninh (21 km). The project affects the lives of nearly 1,100 households, therefore land clearance is extremely complex, requiring the entire political system and many agencies and departments to work together to overcome the difficulties.

In addition, the locality must build 12 resettlement areas for approximately 268 households in 6 communes and towns... To date, we have handed over all the land along the main route to the project; 77 out of the 268 households have built solid houses in the resettlement areas.

"During the process, depending on each case, we utilize all available options and study relevant documents and decrees to ensure that people benefit to the maximum extent," Mr. Thanh said.

Contractors are bringing in a massive amount of machinery to the construction site.

On the Bùng - Vạn Ninh section of the construction site, passing through Phú Định commune, Bố Trạch district, being constructed by General Corporation 36, as soon as the last house obstructing the main route was handed over to the contractor, the unit immediately deployed excavators to demolish it. Following this, convoys of trucks continuously moved in and out, transporting soil to fill the road embankment, making up for the time lost due to traffic congestion.

The contractor for the Bung - Van Ninh expressway project is racing against time to complete the embankment work before the rainy season. The photo shows areas of the road surface that were handed over to the contractor nearly a month ago.

"The 6.5 km main route and the Cu Nam interchange road system have been paved with asphalt concrete. The unit is currently mobilizing machinery to construct the N1 road connecting the interchange to the Ho Chi Minh Highway."

"It is expected that by the end of the year, the asphalt concrete paving will be completed, and traffic safety features will be constructed along the route. The project's progress is on schedule as required by the Government and the Ministry of Transport, which is to open the route by April 30, 2025," said Lieutenant Hoang Dinh Long, the project commander.

The Cự Nẫm interchange connects to the eastern branch of the Ho Chi Minh Highway through Phú Định commune, Bố Trạch district.

Having previously encountered difficulties during construction due to obstructions from local residents' houses, a representative of Cienco4 Group (the contractor for the Bung - Van Ninh project) stated that the unit is constructing the 16km main section of the expressway along with the system of bridges, culverts, and interchanges. Currently, the local authorities have handed over a clean site for construction.

At the section of the overpass on National Highway 9E passing through Viet Trung Agricultural Farm Town - this location was handed over later than other locations. After taking over the site, the contractor immediately deployed pile drilling rigs and began construction on the weak soil foundation.

Corporation 36 has basically paved the 6.5km main route under its responsibility with asphalt.

"With the rainy season approaching, we are mobilizing all available machinery and personnel to work in '3 shifts, 4 teams' to complete the roadbed paving in several locations that will be handed over later. We hope the weather will be favorable so that the roadbed paving can be completed before the rainy season."

According to the head of Project Management Board 6, Quang Binh province is preparing to enter the rainy season, therefore, we require contractors to mobilize sufficient machinery and increase shifts to keep up with the overall progress of the entire expressway project, phase II.

In response to the Prime Minister's campaign "500 days and nights to complete 3,000km of expressways," the Bung - Van Ninh construction site always has 560 machines of various types and nearly 1,000 engineers and workers divided into 83 construction teams on standby.

"It can be said that the most difficult task, which was land acquisition, has been resolved. Currently, contractors are racing against time to complete the project on schedule," said the leader of Project Management Board 6.

The North-South Expressway project (Eastern section) for the period 2021-2025, passing through Quang Binh province, comprises three component projects with a total length of over 126km.

Specifically, the Vung Ang - Bung section is approximately 42.95km long; the Bung - Van Ninh section is 49.93km long; and the Van Ninh - Cam Lo section is 33.55km long. In addition, there are 8 interchanges within the province.
